In Part I, the sketch of the diplomatic history is brought down to the close of the Conference. In Part II, the policies of France, Great Britain and the United States, have been retouched in the light of the actions of the Conference. In Part III, which deals with the policy of Japan, all the chapters have been more or less retouched.
