The Ministry of Defence (MoD) is one of the largest landowners in the UK, with a total estate (including land and property) valued at around £18 billion. Defence Estates (an Agency of the MoD until April 2007 and now re-integrated as part of the MoD) has responsibility for managing the defence estate, with an annual budget of £1.15 billion. The Committee's report examines the work of Defence Estates, focusing on the standard of accommodation for Service personnel and their families. The report highlights concerns about sub-standard accommodation, particularly in relation to the operation of the regional prime contracts for single living accommodation and the maintenance of service families accommodation under the housing prime contract. It argues that the provision of good quality accommodation for Service personnel and their families, modern and efficient office accommodation, and a well-maintained training estate, play a vital role in contributing to the effectiveness of our Armed Forces, particularly important given the current high tempo of operations. Overall, the report finds that although Defence Estates is doing much good work, there are considerable challenges ahead. A substantial increase in investment in the defence estate is required and the MoD must resist the temptation to take from the estates budget when the defence budget is stretched.

This report focuses on households affected by the recession, struggling with mortgage arrears or at risk of repossession. The role of the Financial Services Authority (FSA) is also scrutinised. The report notes that both mortgage arrears and repossession levels are on an upward trend and that both are expected to continue rising over the next few years as a result of the recession. The Committee acknowledges that many mainstream lenders are taking pro-active steps to support consumers in mortgage difficulties, but expresses concern at the lack of flexibility and forbearance shown by some lenders in the sub-prime, specialist and second charge sectors towards homeowners in arrears, and the fact that some lenders are charging high and excessive mortgage arrears fees to customers who fall into mortgage difficulties. The FSA should take a much more robust stance towards tackling and eliminating unfair arrears charges. The report criticises the seemingly leisurely approach of the FSA in terms of completing its mortgage arrears review and enforcing possible breaches in the mortgage arrears rules. It calls upon the FSA to spell out clearly in its forthcoming review how it will improve its performance in terms of bringing miscreant firms to book. The report recommends that the Government re-examine its longer-term strategy towards supporting homeowners in mortgage difficulties to ensure that adequate mechanisms to support homeowners are in place even once the current downturn has ended.

The UK's engagement with the legal protection of human rights at a European level has been, at varying stages, pioneering, sceptical and antagonistic. The UK government, media and public opinion have all at times expressed concerns about the growing influence of European human rights law, particularly in the controversial contexts of prisoner voting and deportation of suspected terrorists as well as in the context of British military action abroad. British politicians and judges have also, however, played important roles in drafting, implementing and interpreting the European Convention on Human Rights. Its incorporation into domestic law in the Human Rights Act 1998 intensified the ongoing debate about the UK's international and regional human rights commitments. In many countries today there is a growing and genuinely-held concern that the institutional arrangements for the protection of human rights suffer from a 'democratic deficit'. Yet at the same time there appears to be a new consensus that human rights require legal protection and that all branches of the state have a shared responsibility for upholding and realising those legally protected rights. This volume of essays tries to understand this paradox by considering how parliaments have sought to discharge their responsibility to protect human rights. Contributors seek to take stock of the extent to which national and sub-national parliaments have developed legislative review for human rights compatibility, and the effect of international initiatives to increase the role of parliaments in relation to human rights. They also consider the relationship between legislative review and judicial review for human rights compatibility, and whether courts could do more to incentivise better democratic deliberation about human rights. Enhancing the role of parliaments in the protection and realisation of human rights emerges as an idea whose time has come, but the volume makes clear that there is a great deal more to do in all parliaments to develop the institutional structures, processes and mechanisms necessary to put human rights at the centre of their function of making law and holding the government to account. This report considers recent developments in the political and security situation in Iraq, the prospects for political reconciliation at national and local level, the progress in implementing security sector reform, including the development of the Iraqi Army and Police as well as the transition of Basra to Provincial Iraqi control. It also examines the changing role of UK Forces in South Eastern Iraq as they prepare to hand over responsibility for security and assume the position of overwatch. The report therefore examines what overwatch means and whether the force levels proposed by the Government are sustainable. It concludes that the security situation continues to cause concern and that although there has been a decrease in attacks against UK and Coalition forces since the withdrawal from Basra Palace, there has been no reduction in attacks against the civilian population. The development of effective Iraqi Security Forces is fundamental and although there has been progress with the army, there are still murderous, corrupt, militia-infiltrated elements within the Police. It is unclear how the trainers will be supported when the UK force levels are further reduced. The plan is to reduce to 2,500 troops in Spring but there are questions about the sustainability of a force of this size and whether they will be able to do little more than protect themselves.
