Federal Support for Research and Development
Author: Sheila Marie Campbell
Publisher:
ISBN:
Category : Federal aid to research
Languages : en
Pages : 44
Book Description
This Congressional Budget Office (CBO) study, prepared at the request of the Ranking Member of the Senate Committee on the Budget, examines recent trends in federal support for research and development and the current state of knowledge about the economic effects of that support. Private businesses are the largest sponsors of research and development (R & D) in the United States; however, the federal government has long provided significant support for R & D activities to both supplement and encourage private efforts. The government finances research and development through spending and tax benefits that give businesses an incentive to increase their R & D spending. This study addresses questions such as whether the current level of spending is appropriate, what returns taxpayers receive for public investment in R & D, and whether funds are allocated to areas of inquiry and projects that will provide the highest return on that investment.--Preface.

Author: National Academy of Engineering
Publisher: National Academies Press
ISBN: 0309064872
Category : Political Science
Languages : en
Pages : 24
Book Description
Fifth in a series of annual reports, this study provides observations on the Administrationa s FY 2003 budget proposal for federal science and technology (FS&T) programs. The first section of the report outlines the development during the 1990s of national goals for science and technology (S&T), re-iterating the importance of U.S. leadership in these fields. It also comments on development of approach to tabulating and analyzing the federal S&T investment. The second section of the report summarizes the Presidenta s FY 2003 budget proposal, including proposals for spending on research for countering terrorism. The third section provides observations on the Presidenta s proposal, noting differences in funding trends by agency and outlining an approach to FS&T budgeting that focuses on both priority-driven and discovery-oriented research. The final section provides recommendations for ensuring that federally-funded S&T programs provide high-quality research outcomes that are relevant to agency missions and provide the U.S. with global leadership in S&T.
