This guidance document has been prepared to assist Member State administrations and key stakeholder groups, who are responsible for agriculture and nature conservation, in developing and promoting farming systems and practices within Natura 2000 areas that will help maintain and improve the conservation status of rare and threatened habitats and species of EU importance. The guidelines have been prepared through an active dialogue with relevant stakeholders (agricultural and environmental authorities, farmers’ organisations, environmental NGOs) in order to find ways to encourage a more integrated approach to the management of farmland in Natura 2000 areas, and to strengthen in particular the partnership approach. The guide provides an overview of the main issues to consider as regards the relationship between farming and Natura 2000 and offers a range of practical ideas, examples and recommendations on managing farmland in Natura 2000 sites, based on good practice experiences from across the EU. Different approaches are presented as regards the design, coordination and implementation of appropriate measures for maintaining habitats and species of EU interest through various types of farming systems and agricultural practices. Particular attention is given in this respect to the integration of Natura 2000 management measures into the Rural Development Programmes. The document is intended to provide a useful source of advice and ideas for Member States and stakeholders. As such it reflects only the views of the European Commission and is not of a legally binding nature. The Habitats and Birds Directives are enshrined in the principle of subsidiarity and it is for Member States to determine the measures to be taken to manage their Natura 2000 sites in accordance with Article 6.1 and 6.2 of the Habitats Directive. The present guidance is therefore not prescriptive in its intent, but rather aims to offer a useful source of information and advice to help Member States implement their obligations under the Habitats and Birds Directives.

In their Kyiv resolution on biodiversity, the European environment ministers agreed to complete the identification of all high nature value farmland areas by 2006 and committed themselves to support their economic and ecological viability. A high nature value farmland indicator is currently under preparation. This report highlights the preliminary results of this indicator and analyses the current targeting by policy measures. Preliminary estimates indicate that roughly 15-25% of the European countryside qualifies as high nature value farmland and it is found that current policy measures appear insufficient to prevent further decline and this to reach the 2010 biodiversity target. It should be kept in mind though that the current data do not allow for detailed geographical analysis. A major effort is needed to fill the data gaps and the targeting and effectiveness of support measures

The Natura 2000 network of protected areas is the centrepiece of European Union nature policy, currently covering almost one-fifth of the EU’s entire land territory plus large marine areas. This vast EU-wide network, which aims to conserve Europe’s most valuable and threatened species and habitats, has major impacts on land use throughout all Member States of the EU. This book critically assesses the origins and implementation of the Natura 2000 network, established under the Birds Directive of 1979 and the Habitats Directive of 1992. Based on original archival research and interviews with key participants, the book records a detailed history of the origins and negotiation of Natura 2000 policy and law, with the history of EU environmental policy provided as a framework. An historical institutionalist approach is adopted, which emphasises the importance of understanding legal and policy development as processes that unfold over time. Three phases in the history of EU environmental policy are identified and described, and the history of EU nature policy is placed within the context of these three phases. Informed by this history, the author presents a comprehensive summary and assessment of the law and policy that protects Natura 2000 sites at EU level, and reviews the nature conservation outcomes for the targeted species and habitats. The book reveals how a knowledge of the history of Natura 2000 enriches our understanding of key issues such as conflicts in establishing and conserving the Natura 2000 network, EU integration in the field of nature conservation, and the future of EU nature policy.
