Economic reasoning has thus far dominated the field of public policy analysis. This new introduction to the field posits that policy analysis should have both a broader interdisciplinary base--including criteria from such fields as political science, sociology, law, and philosophy, as well as economics--and also a broader audience in order to foster democratic debate. To achieve these goals, MacRae and Whittington have organized their textbook around the construction of decision matrices using multiple criteria, exploring the uses of the decision matrix formulation more fully than other texts. They describe how to set up the matrix, fill in cells and combine criteria, and use it as an aid for decision making. They show how ethical assessment of the affects that alternatives have on various parties differs from political analysis, and then they extend the use of the decision matrix to consider alternatives by affected parties, periods of time, or combined factors. The authors also thoughtfully address the role of expert advice in the policy process, widening the scope of the field to describe a complex system for the creation and use of knowledge in a democracy. An extended case study of HIV/AIDS policy follows each chapter (in installments), immediately illustrating the application of the material. The book also contains a glossary. From the viewpoint of Public Choice theory, the logic of electoral competition makes it difficult for rational, self-interested politicians to advance unpopular reforms. As political decision-makers have primarily the aim of re-election in mind, 'inconvenient' scientific policy advice often falls on deaf ears in the political arena. This implementation problem has been widely discussed in political science, economics, and related social sciences. Complementary to this qualitative dimension, the present paper uses insight from the economics of innovation to analyze the quantitative dimension of policy advice. It is assumed that additional expert opinion is only requested whenever it increases a politician's chance to become re-elected. This simple politico-economic reasoning, it will be argued, induces a systematic under- and overinvestment in policy advice, which is inefficient in terms of social welfare. After discussing the advisor's role in this framework, the paper concludes with a brief presentation of possible remedies to dilute these undesirable incentive effects. The theoretical reasoning will be illustrated by the case of Germany where problems of policy advice have become apparent in recent years.

Although many people feel that Germany provides a model for environmental policymaking, this book shows that it does not. German administrative law, which focuses on individuals' complaints against the state for violating their rights, does not deal adequately with the broad issues of democratic legitimacy and accountable procedures raised in American courts. Susan Rose-Ackerman compares regulatory law and policy in the United States and Germany and argues that the American system can provide lessons for those seeking to reform environmental policymaking in Germany and the newly democratic states of eastern Europe. Democratic governments, says Rose-Ackerman, face the problem of balancing the desires and expertise of conflicting interest groups, such as those that concern themselves with environmental protection. Under German law, however, environmental associations with policy agendas have no enforceable legal right to participate in federal policymaking, and regulation writing is much less open and accountable than in the United States. The U.S. Supreme Court is moving in the direction of the German system - away from review of the rulemaking process and toward a focus on individual rights. Those who support this trend should look critically at the German solution.
