The relationships which have been developed will be helpful in understanding the risks which are implied in the established explosive quantity-distance criteria and will provide a basis for estimating the potential damage to structures exposed in a blast field which is sufficient to cause incipient structural failure. This study has been implemented through the definition of ten specific structures which have been 'exposed' to the blast forces from five charge sizes through analytical modeling techniques. All charges considered have been spherical, surface burst, bare TNT. The charges considered were limited to the following five sizes: 1,000, 10,000, 100,000, 1,000,000, and 9,000,000 pounds. Computer programmed methodology has been formulated which may be used to estimate minimum separation distances for the storage of five different quantities of stored explosives with respect to minimizing damage to ten specific types of civilian targets. These procedures have been based on the results of more recent analytical and experimental blast damage assessment programs in which structures or structural elements subject to blast could be related to the civilian targets of interest through similar structural elements and construction techniques. Analytical techniques have been programmed which will develop a minimum separation distance, for a selected target and quantity of explosives, which minimizes the probable risk that the blast damage resulting from an accidental detonation will exceed a predetermined acceptable level. The use of Quantitative Risk Assessment (QRA) procedures to manage the safety and control of explosives has been stimulated by ever increasing demands for more efficient operation, and by the requirements of recently extended Health and Safety Legislation in Europe. The MOD safety policy statement makes it clear that the Department will meet the standards demanded by such legislation even when MOD is not formally required to do so. The arrangements established by MOD to control the safety of explosives storage have recently been updated along the lines discussed at the previous seminar in this series. A procedure has been approved, and a protocol which summarises the procedure is shown at Figure 1. The new MOD procedure reflects the European emphasis on risk of harm to people and meets UK legislation. The site operator must be able to show that each risk he generates is both tolerable and as low as reasonably practicable (ALARP). However, if a risk can be shown to be negligible, then it may be concluded that expenditure to reduce the risk still further is unjustified. QRA is not essential to the procedure, but is recommended as a valuable decision aid. A QRA procedure for explosives storage facilities has been established by the MOD's Explosives Storage and Transport Committee(ESTC). A description of the structure of the procedure, and a paper dealing with a specific segment of the method have been published previously. This paper provides further data from the ESTC risk assessment study and shows the risk of fatality to exposed members of the public from MOD explosives storage facilities which meet the requirements of existing regulations based on Quantity-Distance (QD) principles. Evidence is presented to support the view that these risks can almost certainly be defended as tolerable. The paper also indicates ways in which the site management can use the results to support their case that risks are ALARP.

This paper is a progress report of the activities of the Department of Defense (DoD) Joint Service Accident Evaluation Working Group (JSAEWG). The JSAEWG is a Department of Defense Explosives Safety Board (DDESB) established working group consisting of individuals from the various Services' safety centers and members of the DDESB's staff and designed to address improvements in ammunition and explosives accident reporting and trend analyses. The working group's primary objectives are to improve the reliability of the mishap data contained in the Explosives Safety Mishaps Analysis Module (ESMAM), to expand its usability and query functions, and share appropriate lessons learned. This paper specifically focuses on the improvements already made to ESMAM, discusses the path detailed in the Explosives Safety Mishap Analysis and Evaluation Implementation Plan to collect, aggregate, and analyze data to determine trends and when applicable recommend changes to DoD explosives safety policy and technical requirements, and discusses recent analyses of mishaps and their impact on determining revisions to the DoD explosives safety criteria. Enhancing mishap reporting analyses and ESMAM capabilities will affect DoD explosives and system safety policies and standards. Leveraging these improvements within the North Atlantic Treaty Organization and international explosives safety standards is also a critical function of the DDESB. Information obtained from mishap evaluations is used by the DoD Services and the DDESB to verify and improve our explosives safety standards and issuances.

The Manual of Tests and Criteria contains criteria, test methods and procedures to be used for classification of dangerous goods according to the provisions of Parts 2 and 3 of the United Nations Recommendations on the Transport of Dangerous Goods, Model Regulations, as well as of chemicals presenting physical hazards according to the Globally Harmonized System of Classification and Labelling of Chemicals (GHS). As a consequence, it supplements also national or international regulations which are derived from the United Nations Recommendations on the Transport of Dangerous Goods or the GHS. At its ninth session (7 December 2018), the Committee adopted a set of amendments to the sixth revised edition of the Manual as amended by Amendment 1. This seventh revised edition takes account of these amendments. In addition, noting that the work to facilitate the use of the Manual in the context of the GHS had been completed, the Committee considered that the reference to the "Recommendations on the Transport of Dangerous Goods" in the title of the Manual was no longer appropriate, and decided that from now on, the Manual should be entitled "Manual of Tests and Criteria".
