Currently, most SHAs and contractors use traditional methods. However, more exact time estimates and closer cost predictions are necessary to enable the use of these innovative methods. This research will explore the following topics. For the Florida Department of Transportation (FDOT) (1) how to determine a reasonable range of B in an A + B contract, and (2) how to determine a maximum incentive and maximum days of incentive in an I/D contract. For contractors interested in FDOT projects, (1) what is the best strategy to determine a bid price in an I/D contract, and (2) what is the best strategy to determine a bid price using an A + B + I/D contract. Data from the Florida Department of Transportation (FDOT) are used to verify models to respond to the topics above.

The Louisiana Department of Transportation and Development is interested in applying the Federal Highway Administration's (FHWA's) life cycle cost analysis procedures and model to large roadway construction, maintenance, and rehabilitation projects within the state. The purpose of this study was to validate the application of one component of this model - estimation of user delay costs - to projects in Louisiana. The main objective of this research is to determine if the results given for the user delay costs by the FHWA model are sufficiently accurate for use in determining user delay costs for the Louisiana system. A procedure for the study is specified in the body of the report. The study evaluated the delay times incurred by users on interstate highway projects on I-10 in the LaPlace area and I-10 near Lake Charles. The delay times were calculated from the data collected at the site, and compared to the values obtained from the FHWA model.

This synthesis will be of interest to highway administrators; design, construction, and specification engineers; project schedulers; and highway construction contractors. The synthesis describes the state of the practice with respect to procedures used throughout the United States and other countries to determine highway construction contract time, with emphasis on new methods in use. Transportation agencies must set reasonable times for completion of construction projects. Factors to be considered in determining contract time include materials, equipment, labor, cost, and constraints such as weather, traffic conditions, utilities location, and user convenience. This report of the Transportation Research Board covers the still pertinent procedures from NCHRP Synthesis 79: Contract Time Determination (e. g., critical path methods, linear scheduling, bar charts) as well as new methods in use (e.g., A + B methods, lane rental, flexible time-to- start). In addition to information on various methods to determine contract time, information on issues related to implementing procedures for contract time determination, from both agency and contractor perspective, is included.

The purpose of this project was to develop a tool, available at mndot.gov/research/reports/2020/20201S.xlsm, that estimates bridge construction contract time based on various controlling activities of bridge construction. As part of this project, various transportation departments throughout the United States were interviewed on how contract time is established in their states. Many states had some sort of estimating tool that aided in establishing contract time, while others followed the process and protocols established by the Federal Highway Administration (FHWA). Chapter 5 of this report contains a user manual for the spreadsheet tool. The MnDOT Bridge Office also developed four instructional videos.
