This thesis examines regional growth and convergence in income per capita in light of new panel data econometrics techniques as applied to the empirics of growth. The first chapter uses geographic and institutional diversity in Brazilian states to evaluate how much of the differences in state income are due to each factor. Our results show, first, that the rate of convergence across states increases substantially once geographical characteristics are accounted for. Second, institutions, when instrumented for with geographical characteristics, significantly affect income levels. However, several institutional indicators cease to be significant once additional geographic characteristics are added to the specification. The paper adds to the literature on geography versus institutions by thoroughly examining the ca se of Brazil between 1940 and 1995. The second chapter examines the role of policies at the national and European Union levels infurthering regional income growth between 1980 and 2000. We answer three distinct questions. First, are European regions converging? Our answer is that they are not. Second, does regional policy at the European Union level further convergence? We find that policies aimed at less developed and rural areas do not further growth, while policiesaimed at declining industrial regions do have a positive growth effect. Thirdly, what is the impact of national policies? We find that investment has a strong positive effect on regional income growth, suggesting national policies may be essential for convergence across European regions. The third chapter reviews the theoretical growth models on which the two first chapters are based, as well as developments in the econometric methodology on panel data estimation as applied to the study of growth empirics. We show that the Generalized Method of Moments (GMM) allows us to obtain consistent as well as efficient estimators of the coefficients in panel data empirical growth models. The application of this econometric technique can bring new insights to the analysis of growth empirics.

Economic geographers have always argued that space is key to understanding the economy, that the processes of economic growth and development do not occur uniformly across geographic space, but rather differ in degree and form as between different nations, regions, cities and localities, with major implications for the geographies of wealth and welfare. This was true in the industrial phase of global capitalism, and is no less true in the contemporary era of post-industrial, knowledge-driven global capitalism. Indeed, the marked changes occurring in the structure and operation of the economy, in the sources of wealth creation, in the organisation of the firm, in the nature of work, in the boundaries between market and state, and in the regulation of the socio-economy, have stimulated an unprecedented wave of theoretical, conceptual and empirical enquiry by economic geographers. This collection of previously published work, though containing but a fraction of the huge explosion in research and publication that has occurred over the past two decades, seeks to convey a sense of this exciting phase in the intellectual development of the discipline and its importance in grasping the spatialities of contemporary economic life.

The first essay examined the role of instituions relative to economic policy and geography in explaining the differential level of development. I proposed new measures of Development Quality Index (DQI) and an Institutional Quality Index (IQI). The results indicated that "institutions matter" in the context of specific "economic policy" mixes, and "geography", and their relative influence varies across stages of development. The second essay showed evolution of development quality and found that national development quality grew "three" times faster in China than in India. Conversely, the health quality grew "three" times as fast in Indian than China. The regional development quality improved in both countries, but polarization widened in China. The third essay advanced the WTO as a policy-anchor for improving domestic economic policies and instituion building. I concluded that the WTO membership, under certain circumstances, can lead to a positiv improvement in domestic economic policies and institution building.

The new EU Cohesion Policy is one of the largest integrated development policies in the Western world, and one of the largest of such programmes anywhere in the world. The reforms to the EU Cohesion Policy contain many different elements each of which interlink in order to provide a cohesive overall framework. Some of the key elements in the reforms, however, relate to the conditionalities employed and their effects on policy governance and the control mechanism, the smart specialization approach to policy prioritization and resource allocation, the underlying place-based logic of the policy, and the overall results orientation and evaluation emphasis of the policy. In each of the areas of the EU Cohesion Policy reforms, many different scholars from the fields of regional studies, regional science and economic geography have played important roles in shaping the new policy, and the chapters here highlight these increasing interactions between the policy and academic spheres of debate. The collection of essays in this book each deal with specific aspects of these critical elements of the Cohesion Policy reforms.
