That is to say, some person or persons must have a right to political power. It is because men are not in the habit of con sidering what the end of government is, that Catholic disabilities and Jewish disabilities have been suffered to exist so long. We hear of essentially Protestant governments and essentially Christian governments, words which mean just as much as essentially Pro testant cookery, or essentially Christian horseman ship. Government exists for the purpose of keeping the peace, for the purpose Of compelling us to settle our disputes by arbitration instead of settling them by blows, for the purpose Of compelling us to supply our wants by industry instead Of supplying them by rapine. This is the only operation for which the machinery of government is peculiarly adapted, the only operation which wise governments ever propose to themselves as their chief object. If there is any class Of people who are not interested, or who do not think themselves interested, in the security Of pro perty and the maintenance of order, that class ought to have no share Of the powers which exist for the purpose Of securing property and maintaining order. Excerpt from Essays, Critical and Political, Vol. 1 The essays here collected were written many years ago, but they are concerned with matters - such as the merits of great writers - which never grow old. It is on that ground I have thought it worth while reprinting them. In each case I have given the date of the earlier publication that any of their contem porary references may be understood. The prisoner who was asked if he had anything to say why sen tence should not be passed on him for the crime of which he had been convicted, said that he hoped his lordship would take into consideration the youth of his counsel. It would be foolish to claim that these essays were early essays, and therefore en titled to clement criticism. The judgments expressed were the opinions of a younger man than the writer of this preface, as the dates frequently show, but although the latter might alter some of the criticisms, he on the whole agrees with these more youthful utterances. It is one of the principal tenets of the Utilitarians that sentiment and eloquence serve only to impede the pursuit of truth. They therefore affect a quakerly plainness, or rather a cynical negligence and impurity, of style. The strongest arguments, when clothed in brilliant language, seem to them so much wordy nonsense. In the mean time they surren der their understandings, with a facility found in no other party, to the meanest and most abject sophisms, provided those sophisms come before them disguised with the externals of demonstration.
