Excerpt from Essays and Addresses: Professors and Lectures, Dwens College, Manchester The College, with an important event in whose history the publication of this volume is intended to associate itself, was founded under the will of the late John Owens, of Manchester, merchant, in 1851. It was reconstituted and incorporated by Act of Parliament on September 1st, 1871; and its new buildings were formally opened on October 7th, 1873, by the Duke of Devonshire, K.G., the President of the College, whose kindness enables us to prefix to these Essays and Addresses the Opening Address delivered by His Grace on that occasion. The authors of the contributions to this volume hold themselves individually responsible for the views and opinions severally advanced by them. But we are allowed to express a hope, on behalf of our colleagues as well as of ourselves, that this publication as a whole will be accepted in testimony of a feeling common to us all. Excerpt from Historical Essays by Members of the Owens College, Manchester: Published in Commemoration of Its Jubilee (1851-1901) Jones Entrance Scholarship, and the Shuttleworth Exhibi tion for History, or more substantial endowments for graduate study in such inducements to research as the Jones History Fellowship, the Langton Fellowship in Arts, and the University Scholarships in History and Fellowships in Arts. The work now published of some who have enjoyed these endowments shows that they have not wholly failed to fulfil their purpose. But the increasing number of candidates in our Honours School makes the provision of undergraduate scholarships in history barely sufficient, and imposes burdens upon the limited teaching stafi' not very easy to reconcile with its taking as much share as it would desire in the work of historical investigation, especially as the ever increasing demands of academic business continue to make large claims upon its time. Moreover, the growth of the History School calls for further specialisation. There is press ing need of provision for the teaching of Paleography, Biblio graphy, and the other practical aids to history, which are as indispensable to those who wish to undertake original investigation in certain directions as are the laboratories of the chemist and physicist. Owing to the want of systematic provision for this need, promising graduates of the College are still in some cases compelled to pursue their further historical studies abroad. Unfortunately, the multiplicity of demands upon the College funds forbids very rapid progress on these lines. The claims of historical research are more recognised nowadays than was formerly the case, but in England the effective encouragement of such research is still almost entirely left to the individual, while in other countries the obligation to promote University education is accepted as the undoubted duty of the State.
