The three year Fund-supported program that expired at end-June 2014 succeeded in stabilizing Portugal’s economy and restoring access to sovereign debt markets. Following the deep downturn of 2011–12, the economy has expanded in six of the last seven quarters, albeit at a moderate pace. The cumulative fiscal consolidation over the past three years has been substantial, and the current account is now in surplus. Regained policy credibility and benign market conditions have facilitated the resumption of market access at declining yields. But private consumption is driving the recovery, while the necessary rebalancing of the economy remains elusive. With post-crisis labor slack still extensive, attaining higher growth through private investment and export-led growth continues to be constrained by high corporate debt and weak external competitiveness. Moreover, the momentum for reforms and fiscal adjustment appears to have flagged over the past six months. Notwithstanding past structural reform efforts aimed at improving competitiveness, the slow expansion despite the high labor slack suggests that the unfinished agenda is substantial. Corporate debt is also excessively high, acting as a brake on investment and job creation. While the fiscal targets for 2014 seem well within reach, significantly more ambitious expenditure reforms will be needed to comply with the government’s own medium-term budget framework. Recently regained policy credibility and benign market conditions provide a welcome but only limited window of opportunity to press ahead with necessary reforms. With elections due by October 2015, building consensus around these reforms will prove difficult in the short term. In this context, discussions focused on three key areas necessary to maintaining economic and financial stability and improving medium- term growth prospects: (i) enhancing competitiveness through further reforms to improve the functioning of labor and product markets, and making progress on corporate deleveraging; (ii) safeguarding financial sector stability in a low profitability and low growth environment; and (iii) ensuring fiscal stability in a low profitability and low growth environment; and (iii) ensuring fiscal sustainability against the backdrop of vulnerable debt dynamics and large financing needs.

Many contemporary social movements observe, copy, learn from, coordinate and cooperate with other movements abroad, and some mobilise to influence processes of global governance. Can these transnational dimensions of mobilization transform the territorial scale of political debate on issues of common concern in public spheres? In contrast to many existing studies, which focus on the media as carriers of public sphere transnationalisation, this book presents a theoretical and empirical exploration of the role of social movements in such processes. As ‘arenas’ or subaltern counterpublics in themselves, social movements may provide a setting in which activists come to frame claims in a comparative manner, interact with activists from other countries, frame problems as matters of transnational concerns or consider themselves members of transnational communities. As ‘actors’ social movements may contribute to the transnational transformation of public spheres by directing claims to political authorities beyond the state, claiming to represent transnational constituencies, and focus on similar issues and use similar frames of reference as movements abroad. The book’s case studies addressing efforts to build transnational social movements and transnational dimensions of anti-austerity and prodemocracy movements in Spain, Portugal, Greece, Turkey and Ireland provide contemporary empirical illustrations of such processes at work. The chapters were originally published in a special issue of the Journal of Civil Society.

This book discusses responses to the challenges faced by two different Iberian imperial systems in their struggle to sustain territorial integrity and economic interests in the face of international competition. During a so-called period of ‘Enlightened Despotism’, absolutist governments in Spain and Portugal sought to harness Enlightenment ideas to their policies of reform. The Iberian Enlightenment, however, did not rely exclusively on government sponsorship – it had existing foundations in sixteenth-century Spanish humanism and subsequent attempts at reform, and educated individuals in major cities frequently operated independently of government. The Enlightenment contributed greatly to the availability of potential political solutions to the urgent matter of political status, in the attempt to transform absolutist governments into constitutional systems and drawing in the process on the structures of medieval foundations, contemporary revolutions or less radical constitutional monarchies, or a combination of sources more closely aligned with Ibero-American realities.
