Efforts to ascertain the influence of enlightenment thought on state action, especially government reform, in the long eighteenth century have long provoked stimulating scholarly quarrels. Generations of historians have grappled with the elusive intersections of enlightenment and absolutism, of political ideas and government policy. In order to complement, expand and rejuvenate the debate which has so far concentrated largely on Northern, Central and Eastern Europe, this volume brings together historians of Southern Europe (broadly defined) and its ultramarine empires. Each chapter has been explicitly commissioned to engage with a common set of historiographical issues in order to reappraise specific aspects of 'enlightened absolutism' and 'enlightened reform' as paradigms for the study of Southern Europe and its Atlantic empires. In so doing it engages creatively with pressing issues in the current historical literature and suggests new directions for future research. No single historian, working alone, could write a history that did justice to the complex issues involved in studying the connection between enlightenment ideas and policy-making in Spanish America, Brazil, France, Italy, Portugal and Spain. In Enlightenment Biopolitics, historian William Max Nelson pursues the ambitious task of tracing the context in which biopolitical thought emerged and circulated. He locates that context in the Enlightenment when emancipatory ideals sat alongside the horrors of colonialism, slavery, and race-based discrimination. In fact, these did not just coexist, Nelson argues; they were actually mutually constitutive of Enlightenment ideals. In this book, Nelson focuses on Enlightenment-era visions of eugenics (including proposals to establish programs of selective breeding), forms of penal slavery, and spurious biological arguments about the supposed inferiority of particular groups. The Enlightenment, he shows, was rife with efforts to shape, harness, and "organize" the minds and especially the bodies of subjects and citizens. In his reading of the birth of biopolitics and its transformations, Nelson examines the shocking conceptual and practical connections between inclusion and exclusion, equality and inequality, rights and race, and the supposed "improvement of the human species" and practices of dehumanization.

In March 1757 – early in the Seven Years’ War – a British privateer intercepted an Irish ship, the Two Sisters of Dublin, as it returned home from Bordeaux with a cargo of wine and French luxury goods. Amongst the cargo seized were 125 letters from members of the Irish expatriate community, which were to lay undisturbed in the British archives for the next 250 years. Re-discovered in 2011 by Dr. Truxes, this cache of (mostly unopened) letters provides a colorful, intimate, and revealing glimpse into the lives of ordinary people caught up in momentous events. Taking this correspondence (published by the British Academy in 2013) as a shared starting point, the ten essays in this volume are not so much "about" the Bordeaux–Dublin letters themselves, but rather reflect upon themes, perspectives, and questions embedded within the mail of ordinary men, women, and children cut off from home by war. The volume’s introduction situates these essays within a broad Atlantic context, allowing the succeeding chapters to explore a range of topics at the cutting edge of early-modern British and Irish historical scholarship, including women in the early-modern world, the consequences of war across all classes in society, the eighteenth-century penal laws and their impact, and Irish expatriate communities on the European continent. Tropical Despotisms reveals the alarm that spread among France's Caribbean possessions during the period between the Seven Years' War and the Revolution and the determination to cultivate a new patriotic community rooted in the Enlightenment principles of honor and civic virtue. Following France's humiliating defeat at the hands of the British, a loose coalition of frustrated and enlightened reformers hoped to promote imperial regeneration in order to restore France's wounded national pride, stabilize and strengthen the Antillean colonies, and bind the colonies more closely to the metropole. David Allen Harvey describes the historical relationship between capitalism and slavery in the making of the modern world economy and moves beyond simplistic arguments by discussing the contingent and evolving dynamic between the two. As a result, he reveals how capitalism and slavery developed in tandem in the eighteenth-century Caribbean but explains that reformers sought to enact a gradual transition to a free wage labor regime more in keeping with capitalism's ideal of free and voluntary contractual relationships between formally equal parties. Tropical Despotisms provides a new perspective on the social and demographic structure in the French Antilles and the wider French Atlantic world. Harvey uncovers not only the deep and critical debates around the issues of slavery and race but also the efforts by enlightened reformers as they proposed rethinking the political and economic structures by which the empire had been ruled, rationalizing governing institutions, and liberalizing trade.

FORTHCOMING OPEN ACCESS TITLE This collection of essays re-examines ideas of change and movements for change in early modern Europe without presuming that "progressive" change was the outcome of "reforms". "Reform" today implies rational, incremental change to public institutions and procedures. "Improvement" has a more general application, emphasising the positive outcome to which "reform" is oriented. But the language of reform is today used of historical personalities and movements that did not themselves use the term, and who in many cases were not necessarily seeking the progressive change that we would understand today. The activities of "reform" were embedded in contemporary politics, and while "improvement" was part of a contemporary vocabulary, its real presence has been obscured by the range of natural languages in which it was expressed. Contributors to this volume seek to establish what was meant by contemporary usage. Bringing together scholars of Russia, Southern, Western, Central and Northern Europe, this collection sheds new light on both common and divergent features of a political process too often treated as a uniform movement towards modernity.
