Interest in the special problems of rural areas and concern with rural development in general have increased substantially throughout much of the world in the years since about 1960. Attesting to this has been the dramatic increase in attention to rural problems in the scholarly and popular literature and by government agencies. At first the dominant focus was on development projects and the creation of new jobs. It was not long, however, until other related issues came to the fore, in particular the availability and quality of public services essential to achieve economic growth and improvement and having a direct bearing on the well-being of rural peoples. Most nations of the world have developed plans and launched pro-jects to improve rural public services and narrow urban-rural dif-ferentials in their provision. As one would expect, there have been great differences between nations in the severity of problems, foci of attention, program strategies and their general effectiveness, and degree of commitment and effort. Given this diversity, it seems ap-propriate to examine and compare rural service problems and efforts to ameliorate them in a sample of contrasting societies. Implicit is the conviction that (1) all nations can learn at least something from the experiences of others, and (2) by taking an international, com-parative view of the subject, certain generalizations can be established.

Financing distribution of electric energy to rural areas in developing countries is a relatively recent activity. The United States Agency for International Development (AID) was the first to loan funds for this purpose. In 1963 it authorized $400, 000 to establish an electric cooperative in Nicaragua. Since then 15 loans have been made by AID for establishing or expanding electric service in nonurban areas of nine countries in Latin America. In this book, the emphasis has been placed on identifying benefits and, within the time and resources available, developing social indicators to place beside economic measurements. Developing country governments and the development aid community are acutely aware of the need to find more effective ways to improve basic living conditions for the poor, as traditional approaches of delivering public support have not always led to the results intended. Results-based financing (RBF) instruments, which tie the disbursement of public funding to the achievement of pre-agreed results, are now recognized as one important piece of the aid delivery puzzle. The aim of these instruments is to enhance the effectiveness of public funding. 'Output-Based Aid: Lessons Learned and Best Practices' provides a practical understanding of the experience with output-based aid (OBA), a results-based instrument that is being used to deliver basic infrastructure and social services to the poor, including through public-private partnerships. OBA has been used in the World Bank Group since 2002, including more recently through the Global Partnership on Output-Based Aid, which has a mandate to design and test OBA approaches. The authors of this book analyze nearly 200 OBA projects in water and sanitation, energy, health, roads, telecommunications, and education. The piloting phase of OBA has in general been a success and OBA has demonstrated clear advantages over traditional approaches in terms of efficiently targeting subsidies and mobilizing the private sector to serve poor households that would otherwise go without an improved service.
