Cities are considered “engines of economic growth,” yet many cities in the global South struggle to increase productivity and provide significant economic opportunities for their growing populations. There is a need to deepen the knowledge on the links between public goods and services and equitable economic growth and how to support such processes, in policy and strategic terms, locally and globally. Against this background, this publication developed in the collaboration between Cities Alliance’s Equitable Economic Growth Cities Campaign initiative and three international research networks N-AERUS, AURI, REDEUS_LAC. The research explores how the interface between urban research and policymaking can be redefined to ensure that public goods and services foster equitable growth. It reveals a richness of practices that provide a broad and lasting positive impact in terms of equitable economic growth in urban development. One of them shows that collaborative efforts between academia, policy makers, communities, and practitioners can play a crucial role in enriching these debates and processes. Städte gelten als „Motoren des Wirtschaftswachstums“. Im globalen Süden kämpfen viele Städte darum, die ansässige Produktivität zu steigern um der wachsenden Stadtbevölkerung bessere wirtschaftliche Möglichkeiten zu bieten. Deshalb ist es erforderlich, Wissen über die Verbindungen zwischen öffentlichen Gütern und Dienstleistungen und gerechten Wirtschaftswachstum zu vertiefen, um Prozesse auf politischer und strategischer Hinsicht und lokaler und globaler Ebene zu unterstützen. Exploring architecture as a form of concealment and obfuscation in engendering new ways of understanding, conceptualizing, and reshaping the world. Architecture is the perfect form of camouflage. As buildings recede into the background of everyday life, the myriad forces that shape our natural, social, and political landscapes hide in plain sight. Embedded within the spatial and material organizations of the built environment are ideas of value, hierarchy, and control that tilt the ground and influence perception in the name of endless competing interests. Operating across multiple scales and mediums, architectural camouflage gives familiar form to obscure objectives. Design transforms and encodes our shared environments, from domestic domains to digital territories, through its material practices, aesthetics, and discourses. Immanent in the periphery, architecture’s images are internalized as forms for understanding and reshaping the world. Camouflage, in turn, dwells in the architecture of our collective subconscious. The book provides comparative information about the materialization of the 2030 Agenda in urban policy in ten countries located in Europe and Latin America. The Declaration of Quito is the starting point for the implementation of SDGs into public policies in urban areas. However, there are fewer efforts to understand the impact that the 2030 Agenda and, specifically, the instruments developed for its application in cities. The information of each country is presented in relation to two aspects: the construction of a public policy style in each country and the results and impacts on urban public policies implemented in specific cities within the national frameworks. The first means the emergence of a public policy framework and its materialization in public policy instruments. In this regard, the book raises the following questions: To what extent have the SDGs come to generate a common framework for cities in the countries? And how Urban SDGs are translated to national urban policies? The second, results and impacts at the local level, is related to two aspects: a) substantive: the goals of the policy and b) procedural: management aspects related to the policy design, governance, and institutional capacity building.
