La información, la participación ciudadana y el acceso a la justicia (derechos de acceso) son temas que están en constante debate en la doctrina del Derecho público. Las discusiones al respecto giran en torno a sus efectos, su naturaleza jurídica, sus características, los mecanismos de protección judicial y el impacto en la actuación administrativa. Tales cuestiones vienen siendo tratadas cada vez más por la doctrina, en materia ambiental son de enorme relevancia y adquieren gran interés a la luz del principio democrático del Estado: especialmente, al ser una posible respuesta a los con nietos ambientales. La justicia ambiental se ha ido consolidando como una demanda social (y ambiental) con una gran capacidad para transformar los ordenamientos jurídicos y acomodarlos a las necesidades ciudadanas. Uno de los aspectos más destacados de esa justicia ambiental es el acceso y con él, y a través de él, la formalización y materialización jurídica de los derechos que recrean y dan soporte a ese mismo acceso, a saber, la información ambiental, la participación ciudadana y el propio acceso a la justicia ambiental stricto sensu.

For the first time in the republican history of Peru, the presidential transition takes place in democracy, social peace, fast economic growth and favorable world markets. In other words, there has never been a better chance to build a different Peru - a richer country, more equal and governable. There are multiple ways to achieve that goal.
