Los autores muestran por qué este principio se impone hoy día como el término central de la alternativa política para el siglo XXI: anuda la lucha anticapitalista y la ecología política mediante su reivindicación de los “comunes” contra las nuevas formas de apropiación privada y estatal. Además, articula las luchas prácticas con las investigaciones sobre el gobierno colectivo de los recursos naturales o de la información y designa formas democráticas nuevas que aspiran a tomar el relevo de la representación política y del monopolio de los partidos. Esta emergencia de lo común en la acción reclama un trabajo de clarificación en el pensamiento. El sentido actual de lo común se distingue de los numerosos usos que se ha dado a esta noción, ya sean filosóficos, jurídicos o teológicos: bien supremo de la ciudad, universalidad de esencia, propiedad inherente a ciertas cosas, incluso alguna vez el fin perseguido por la creación divina. Pero hay otro hilo que vincula lo común, no a la esencia de los hombres o a la naturaleza de las cosas, sino a la actividad de los hombres mismos: sólo una práctica de puesta en conjunto puede decidir qué es “común”, reservar ciertas cosas al uso común, producir determinadas reglas capaces de obligar a los hombres. En este sentido, lo común reclama una nueva institución de la sociedad por ella misma: una revolución.

Ever since the quest for independence between 1810 and 1819, economic thought in Colombia has been shaped by policy debates and characterized by a pragmatic and eclectic approach. Economic thought in Colombia can only be revealed through the exploration of economists’ practices and the role of economic arguments within broader public debate. This history of Colombian economic thought provides a detailed account of major issues that have marked the constant feedback between economic ideas and economic practice in Colombia during the 19th and 20th centuries. This volume is thus a history of the interaction between ideas and policy. Those involved in these debates – politicians, public officials, journalists, and, latterly, professional economists – established direct contact with what can be identified as the centers of production of economic theory (both in Europe and the US) and entered regional and local networks in economics, but were not just importers of ideas or theories. The way in which they read, discussed, transformed and applied economic theories in Colombia makes for a rich environment for the production and implementation of economic policies that drew, diverged and transformed the way economics was understood and used as a source of knowledge for practical concerns. This is why the history of Colombian economic thought does not fit into traditional typologies of economic schools and why it must be understood as part of a political debate and within a political, social and cultural context that demanded specific solutions to urgent social demands. Trust and Governance is a book that translates reflections on social aspects of the economy. It is an adaptation of a monograph completed in 2009, in which the respective theme was awarded the Nobel Prize in Economics, shared between Oliver Williamson and Elinor Ostrom. It is an old and increasingly current theme. The relevance of paying attention to human and social aspects is pressing in public and private institutions. This work explores philosophical thoughts about the validity of scientific methods and the possibility of comparing different theories, to benefit from complementarities. In this sense, we must always return to Adam Smith, who already recognized the influence of social aspects on the economy. These aspects are relevant to understanding social capital, an indispensable element for the economics of transaction costs. In summary, this book discusses the convergence between the approaches of Oliver Williamson on transaction costs and Francis Fukuyama on social capital, both concepts, central to the understanding of governance structures.
