Waste stabilization ponds have been used for many years as primary, secondary, and even tertiary sewage treatment devices; however, data for their economical and efficient design and operation have been lacking. The problem of developing rational design criteria for stabilization ponds was attacked on a broad basis; information from prior and contemporary investigators was collected and studied, factors thought to be important in stabilization pond processes were investigated in laboratory models and in outdoor pilot plants, and data reported since 1950 on pond installations at 188 communities throughout the State of Texas were compiled for statistical analysis. From these three sources of information along with certain theoretical considerations, empirical relations were formulated for the design and operation of a specific type of waste stabilization pond within a certain range of climatic conditions. The type of stabilization pond finally adopted for study was one in which the algal population density is low and bacterial stabilization of organic waste materials takes place largely under anaerobic conditions, since surface reaeration and photosynthetic oxygenation cannot satisfy the imposed biochemical oxygen demand in such systems. The paper acknowledges that water carriage sewerage systems are not always the most appropriate sanitation solution for the disposal of liquid domestic wastes in developing countries. However, where water carriage systems are proposed, the first treatment option which should always be considered is the use of stabilization ponds, because in many instances, they represent the most cost effective and efficient way of treating domestic sewage flows. The paper results from a review of pond systems installed in six countries and concludes that: (i) designs differ widely; (ii) maximum use is not made of anaerobic ponds or the reuse potential of effluents; (iii) pond systems are frequently grossly overdesigned; and (iv) the designs are not responsive to the incremental growth encountered in LDCs. Practical design criteria are given for pond systems over a range of ambient temperature conditions and end use requirements together with notes on start up procedures, operation and trouble shooting. The recommendations are derived in part from the Israeli experience where considerable use is made of treated sewage effluent for irrigation purposes.
