The City of Surprise Fire-Medical Department was hit hard with injuries to its firefighters. The problem is that the City of Surprise Fire-Medical Department does not have a Health and Wellness program causing an inability to effectively manage the prevention of injuries to its members. The purpose of this research is to create a Health and Wellness program for the City of Surprise Fire-Medical Department that will decrease the frequency and severity of injuries while increasing the overall health of its members. The Action Research Method was used on this project. The research examined national standards and reports. It also looked at local health and wellness programs. Further, it discovered that the Fire Department has already budgeted for many of the components that are needed for an effective program. The research addressed the following questions: What are the essential elements of a Health and Wellness Program? What results can be expected from a Health and Wellness Program? How do other Fire Departments fund their Health and Wellness Program? A review of current national standards and reports mixed with the results of a local survey caused a review of the City's current budget. After adding in the components that are not currently funded, a final budget proposal was prepared for a new health and wellness program. It was discovered that the Department can have an effective health and wellness program with little additional funding. It is recommended that the Department adds the funds needed to implement the newly created budget proposal.
