En el presente documento se revisa el acuerdo social respecto del trabajo y el salario mínimo, según aparece en los documentos fundadores de Costa Rica, El Salvador, Guatemala, Honduras y Nicaragua. Se comparan los salarios mínimos de los países seleccionados con los que se pagan en México y China, entre 1986 y 2004. Para explorar con rigor los determinantes económicos de los salarios mínimos, se adapta en tercer lugar un modelo de competencia imperfecta para economías pequeñas y abiertas, y se realiza un análisis de series de tiempo. Los hallazgos indican que la variable en cuestión desempeña el papel de residuo en un sistema compuesto, además, por otras cuatro: el nivel de precios, el margen de ganancia, la productividad del trabajo, y la competitividad macroeconómica internacional, y que el impacto de las segundas sobre la primera es distinto si se opera en una economía cerrada que en una abierta.

In Latin America, the dominant understanding of the relationship between trade and growth has evolved radically over time. This paper analyses the different approaches to trade and growth in Latin America from the end of WWII to the present day. Specifically, it examines the underlying rhetoric of these alternative approaches and the extent to which their rhetoric matched their understanding of Latin American reality. It is shown that throughout the period under study, the relationship between trade and growth was far from robust. In other words, the region has been unable to make exports the lynchpin of rapid long-run growth. Addressing this failure is one of the most urgent tasks confronting Latin America, and one which has received insufficient attention.

Based on twenty case studies of universities worldwide, and on a survey administered to leaders in 101 universities, this open access book shows that, amidst the significant challenges caused by the COVID-19 pandemic, universities found ways to engage with schools to support them in sustaining educational opportunity. In doing so, they generated considerable innovation, which reinforced the integration of the research and outreach functions of the university. The evidence suggests that universities are indeed open systems, in interaction with their environment, able to discover changes that can influence them and to change in response to those changes. They are also able, in the success of their efforts to mitigate the educational impact of the pandemic, to create better futures, as the result of the innovations they can generate. This challenges the view of universities as "ivory towers" being isolated from the surrounding environment and detached from local problems. As they reached out to schools, universities not only generated clear and valuable innovations to sustain educational opportunity and to improve it, this process also contributed to transform internal university processes in ways that enhanced their own ability to deliver on the third mission of outreach
