Democracies evolve. Their evolution is not only key to their survival; it is also a reflection of the changing environment in which they operate. This book contributes to the analysis and understanding of how democratic states have transformed over time by examining a number of challenges and opportunities that they face. With a focus on ‘Europe 31’, understood as the EU28 plus Switzerland, Norway, and Iceland, the book brings together separate strands of literature which often remain disconnected in political science narratives. Looking at citizen–state relations, the restructuring of politics and institutions of the state, and developments which reach 'beyond and below' the state, it interrogates a variety of issues ranging from the decline of parties or the re-emergence of nationalism as a political force, to liberal challenges to social democracy, terrorist threats, and climate change. The post-communist development of media systems has been uneven in the countries of the region. Television and newspapers, together with the emergence of social media, have had great influence on the political debate in various countries. Ownership of the media has been a factor in many instances. The integration of traditionally isolated Central/Eastern Europe into larger, worldwide trends has fundamentally changed the way we look at the media in this region. This volume proposes to address the transition of the media and communication industries in the contemporary period. The contributions discuss, among other things, the obstacles that still remain for the media to play an effective watchdog role in the new democracies, and whether the advent of the Internet and social media has helped or hindered the transformation to a powerful, independent media. The discussion further examines whether advertising agencies have targeted post-communist citizens differently than those in Western European countries and if the media markets in the post-communist region are fundamentally different than in Western Europe and North America. A second focus of the volume is the media coverage of social issues like domestic violence, which is intended to draw attention to these issues and influence policy in a more aware and open society. This establishes the trend of post-communist media following the example of western media practice. The implications of the Central European media transformation for the newly transforming media markets in the post-Soviet space suggest a new phase in the development of the medium. Electoral Systems and Political Transformation in Post-Communist Europe assesses the influence of electoral systems on political change in 20 post-communist European states. The main finding is that electoral institutions have systematic effects on the formation of representative structures. 'Party-enabling' aspects of electoral laws such as list proportional representation tend to foster popular inclusion in politics and institutionalized party systems, whereas 'politician-enabling' rules such as single-member districts and ballots that allow voters to select individuals often favour the development of weakly structured systems and high levels of popular exclusion from the representative process.

Democratic Representation in Europe: Diversity, Change and convergence explores representation as a core element of democracies in the modern era. Over the past 150 years parliamentary representation has developed into a main link between polity and society, and parliamentary representatives have come to form the nucleus of political elites. The twenty authors of the 16 chapters follow a comparative and empirical approach by exploiting the unique longitudinal data-base of the EURELITE project, which has gathered standardized evidence about the structures of parliamentary representation in 11 European countries and their development over time; in many countries over 160 years. Following on from an earlier book by the same editors (Parliamentary Representatives in Europe 1848-2000.) which focused on trends in single European countries, Democratic Representation in Europe pursues a trans-national approach by comparing the mechanisms and modes of parliamentary recruitment and career formation between the main party families and various categories of the population in European societies. Such cross-national analyses, which include a longitudinal account of female representation throughout modern European parliamentary history, have not been attempted before. The book concludes with longitudinal in-depth analyses of cleavage representation in European parliamentary history and of the impact of the institutional factor on political elites' transformations. Democratic Representation in Europe contributes to a better understanding of relations between social and political change, and of the importance of institutional factors in shaping the political elites of European democracies. Although "democracy promotion" has become a popular term for policy makers and scholars, democratization is rarely a smooth or linear transition. While some countries quickly democratize, others lag behind despite a long period of democracy promotion activities. Furthermore, while democracy promotion itself has been widely studied, there is a paucity of literature available assessing the outcome or the impact of democracy promotion. This book investigates democracy promotion by the European Union and the United States of America, and seeks to uncover why intensive democracy promotion has resulted in limited democratic progress. Exploring case studies of Armenia, Azerbaijan, and Georgia, this book examines the conditions in which democracy promotion is more likely to result in democratic transformation. In addition, it introduces the concept of the "democracy blocker," a powerful authoritarian regional actor that is capable of blocking democratization in other countries.
