This book explores the relationship between democracy and the economy in contemporary political thought and policy-making. Using the concepts of economic, industrial and enterprise democracy, the author focuses on the history of Finland and Sweden during the latter part of the twentieth century. The three concepts are discussed in relation to various political groups, such as social democrats, conservatives and liberals, and the reforms that they were associated with, painting a picture of changing economic thought in the Nordic countries, and the West more generally. Arguing that the concept of democracy has evolved from representative parliamentary democracy towards ‘participation’ in civil society, this book demonstrates how the ideal of individual freedom and choice has surpassed collective decision-making. These shared characteristics between Finland, Sweden and other Western countries challenge the view that the Nordic countries have been exceptional in resisting neoliberalism. Parliamentary democracy is the most common regime type in the contemporary political world, but the quality of governance depends on effective parliamentary oversight and strong political parties. Denmark, Finland, Iceland, Norway, and Sweden have traditionally been strongholds of parliamentary democracy. In recent years, however, critics have suggested that new challenges such as weakened popular attachment, the advent of cartel parties, the judicialization of politics, and European integration have threatened the institutions of parliamentary democracy in the Nordic region. This volume examines these claims and their implications. The authors find that the Nordic states have moved away from their previous resemblance to a Westminster model toward a form of parliamentary democracy with more separation-of-powers features—a Madisonian model. These features are evident both in vertical power relations (e.g., relations with the European Union) and horizontal ones (e.g., increasingly independent courts and central banks). Yet these developments are far from uniform and demonstrate that there may be different responses to the political challenges faced by contemporary Western democracies.

The ascendancy of neo-liberalism in different parts of the world has put social democracy on the defensive. Its adherents lack a clear rationale for their policies. Yet a justification for social democracy is implicit in the United Nations Covenants on Human Rights, ratified by most of the worlds countries. The covenants commit all nations to guarantee that their citizens shall enjoy the traditional formal rights; but they likewise pledge governments to make those rights meaningful in the real world by providing social security and cultural recognition to every person. This new book provides a systematic defence of social democracy for our contemporary global age. The authors argue that the claims to legitimation implicit in democratic theory can be honored only by social democracy; libertarian democracies are defective in failing to protect their citizens adequately against social, economic, and environmental risks that only collective action can obviate. Ultimately, social democracy provides both a fairer and more stable social order. But can social democracy survive in a world characterized by pervasive processes of globalization? This book asserts that globalization need not undermine social democracy if it is harnessed by international associations and leavened by principles of cultural respect, toleration, and enlightenment. The structures of social democracy must, in short, be adapted to the exigencies of globalization, as has already occurred in countries with the most successful social-democratic practices.

This book uses Sweden as a test case to analyze how parliament and elected representatives function in a representative democracy. Despite the status of Scandinavian countries as perhaps the world’s most egalitarian societies, the book argues that the best summary characterization of Swedish representative democracy is an elitist system run from above. The book also argues that an individualist representational model is relevant to the Swedish setting and most likely, to other settings as well. Representative democracy is not just party-based democracy - not even in a country with strong and disciplined parties. The book takes a broad approach to the study of political representation. It integrates into a single analytical framework concepts and theories from neighbouring traditions such as legislative behaviour, opinion formation and interest organizations. The Oxford Handbook of Local and Regional Democracy in Europe analyses the state of play of democracy at the subnational level in the 27 member states of the EU plus Norway and Switzerland. It places subnational democracy in the context of the distinctive Anglo, the French, the German and Scandinavian state traditions in Europe asking to what extent these are still relevant today. The Handbook adapts Lijphart's theory of democracy and applies it to the subnational levels in all the country chapters. A key theoretical issue is whether subnational (regional and local) democracy is derived from national democracy or whether it is legitimate in its own right. Besides these theoretical concerns it focuses on the practice of democracy: the roles of political parties and interest groups and also how subnational political institutions relate to the ordinary citizen. This can take the form of local referendums or other mechanisms of participation. The Handbook reveals a wide variety of practices across Europe in this regard. Local financial systems also reveal a great variety. Finally, each chapter examines the challenges facing subnational democracy but also the opportunities available to them to enhance their democratic systems. Among the challenges identified are: Europeanization, globalization, but also citizens disaffection and switch-off from politics. Some countries have confronted these challenges more successfully than others but all countries face them. An important aspect of the Handbook is the inclusion of all the countries of East and Central Europe plus Cyprus and Malta, who joined the EU in 2004 and 2007. This is the first time they have been examined alongside the countries of Western Europe from the angle of subnational democracy.
