De nombreuses îles situées majoritairement dans les tropiques s'appuient sur le tourisme international pour diversifier leur économie. Les petits États insulaires, généralement distinctes, soit les Caraïbes, l'Océan Indien et le Pacifique. La survie économique de ces pays est mise en péril par l'avènement des changements climatiques. Autant le maintien des activités touristiques que l'intégrité des infrastructures sont menacés. L'élévation du niveau de la mer, l'accentuation des manifestations climatiques extrêmes, le blanchiment des coraux et la diminution des ressources en eau potable, tous causés par les changements climatiques, auront des impacts importants sur l'industrie du tourisme. Les impacts fragilisent les écosystèmes présents, alors que ceux-ci constituent souvent l'attraction touristique. En effet, les écosystèmes côtiers sont souvent les principaux fournisseurs de services essentiels au maintien de l'offre touristique, dont la protection des côtes contre l'érosion ainsi que le soutien biologique de nombreuses espèces végétales et animales qui font le plaisir des plongeurs et amants de la nature. Au-delà des changements climatiques, le tourisme de masse est aussi une source de dégradation des ressources naturelles, limitant d'autant la résilience des écosystèmes côtiers à la modification de leur environnement. Les pays insulaires en développement devront mettre en place des mesures efficaces pour que leur industrie touristique s'adapte aux changements climatiques, tout en prenant des mesures législatives pour encadrer le développement touristique et assurer la conservation des écosystèmes fragiles. Cet essai est une réponse aux préoccupations des petits États insulaires. L'objectif principal de l'essai est d'évaluer l'opportunité de mettre en place de telles mesures d'encadrement et d'adaptation. La démarche adoptée s'appuie d'abord sur l'identification et l'évaluation des impacts des changements climatiques tant sur la structure que sur les fonctions des écosystèmes côtiers pour mieux saisir les menaces affectant le développement touristique. L'analyse des mesures d'adaptation aux changements climatiques considère le développement durable comme cadre privilégié. Basé sur une reconnaissance des forces et des faiblesses des mesures, l'essai conclut que la mise en oeuvre de mesures d'adaptation doit être menée de façon complémentaire à l'adoption de meilleures pratiques durables. De nouvelles approches d'adaptation sont mentionnées. Elles font état d'approches d'adaptation fondées sur les écosystèmes ainsi que d'approches d'adaptation communautaire. Celles-ci permettent de mieux intégrer les communautés locales au processus d'adaptation et à la prise de décision, en plus de faciliter la conservation et la résilience des écosystèmes. Le succès de l'une ou l'autre approche ainsi que des mesures d'adaptation ne peut être garanti que si un processus stratégique d'adaptation est mis en place. Le processus stratégique proposé dans ce travail est fondé sur plusieurs principes et éléments-clés ainsi que sur une démarche comprenant quelques étapes essentielles. L'optimisation d'un tel processus ne pourra être possible que s'il est pris en charge par les autorités gouvernementales. Ainsi, plusieurs recommandations sont formulées à l'intention des autorités. Les recommadations portent notamment sur le renforcement et la révision du rôle des institutions et sur une participation citoyenne améliorée. De plus, une attention particulière devra être portée à la protection des écosystèmes côtiers et des ressources naturelles. Finalement, toute forme d'adaptation aux changements climatiques ne pourra être réalisée que si elle est fondée sur des principes de développement durable.

Parmi les arguments les plus percutants, l'on trouve des possibilités d'embauche pour les travailleurs peu qualifiés, un avantage comparatif certain dans ce domaine (des handicaps de départ, comme l'isolement, la distance et l'insularité, peuvent constituer en définitive des atouts), et les bonnes perspectives de croissance économique au niveau mondial dans ce secteur. Par ailleurs, les études empiriques ont fait apparaître un lien positif significatif entre les recettes touristiques et la croissance du PIB pour les petites économies insulaires touristiques, suggérant que la stratégie délibérée de la spécialisation touristique encourage la construction d'une capacité de résilience. Toutefois, la spécialisation touristique révèle également certains signes d'instabilité et de vulnérabilité, lesquels affectent le développement soutenable pour ces petits territoires à moyen et long terme. Premièrement, l'activité génère des fuites à la fois internes, externes et invisibles qui réduisent les retombées financières pour le territoire. Deuxièmement, nombre de crises et de menaces imprévisibles peuvent impacter la soutenabilité du secteur dans le cadre spécifique des petites économies insulaires. Troisièmement, la mondialisation a rendu la demande touristique mondiale de plus en plus volatile, ce qui impose aux destinations touristiques d'adapter en permanence leur attractivité territoriale pour faire face à une concurrence accrue : la construction de cette capacité d'adaptation ne pouvant se concevoir sans le regroupement de l'ensemble des parties prenantes des milieux socio-économiques et culturels locaux autour d'une ambition commune. Dernièrement, l'activité touristique, elle-même, peut être à l'origine de sa propre destruction. En effet, le tourisme porte souvent atteinte à l'environnement naturel et culturel du pays hôte. Le succès d'une destination peut conduire à son propre déclin quand le comportement et le nombre de touristes perturbent l'équilibre écologique et culturel pourtant à la base de son avantage comparatif.
