End Points for spent Nuclear Fuel and High-Level Radioactive Waste in Russian and the United States provides an analysis of the management of spent nuclear fuel and high-level radioactive waste in Russia and the United States, describing inventories, comparing approaches, and assessing the end-point options for storage and disposal of materials and wastes. The authoring committee finds that despite differences in philosophy about nuclear fuel cycles, Russia and the United States need similar kinds of facilities and face similar challenges, although in Russia many of the problems are worse and funding is less available. This book contains recommendations for immediate and near-term actions, for example, protecting and stabilizing materials that are security and safety hazards, actions for the longer term, such as developing more interim storage capacity and studying effects of deep injection, and areas for collaboration.

In the first section the chapters focus on the history of deep underground injection as well regulatory issues, future trends and risk analysis. The next section contains ten chapters dealing with well testing and hydrologic modeling. Section 3, consisting of five chapters, addresses various aspects of the chemical processes affecting the fate of the waste in the subsurface environment. Consideration is given here to reactions between the waste and the geologic medium, and reactions that take place within the waste stream itself. The remaining four sections deal with experience relating to injection of, respectively, liquid wastes, liquid radioactive wastes in Russia, slurried solids, and compressed carbon dioxide. Chapters in Section 4, cover a diverse range of other issues concerning the injection of liquid wastes including two that deal with induced seismicity. In Section 5, Russian scientists have contributed several chapters revealing their knowledge and experience of the deep injection disposal of high-level radioactive liquid processing waste. Section 6 consists of five chapters that cover the technology surrounding the injection disposal of waste slurries. Among the materials considered are drilling wastes, bone meal, and biosolids. Finally, four chapters in Section 7 deal with questions relating to carbon dioxide sequestration in deep sedimentary aquifers. Significant amounts of liquid and solid radioactive waste have been generated in Russia during the production of nuclear weapons, and there is an urgent need to find suitable ways to manage these wastes in a way that protects both the current population and future generations. This NATO Advanced Research Workshop on Disposal of Weapons Plutonium is a follow-up event to two preceding workshops, each dealing with a special subject within the overall disarmament issue: "Disposition of Weapon Plutonium", sponsored by the NATO Science Committee. The first workshop of this series was held at the Royal Institute of International Affairs in London on 24-25 January 1994, entitled "Managing the Plutonium Surplus, Applications, and Options". Its over all goal was to clarify the current situation with respect to pluto nium characteristics and availability, the technical options for use or disposal, and their main technical, environmental, and economic constraints. In the immediate term, plutonium recovered from dismantled nuclear warheads will have to be stored securely, and under international safeguards if possible. In the intermediate term, the principal alter natives for disposition of this plutonium are: irradiation in mixed oxide (MOX) fuel assemblies in existing commercial light-water reac tors or in specially adapted light-water reactors capable of operation with full cores of MOX fuel .and irradiation in future fast reactors. Another option is to blend plutonium with high-level waste as it is vitrified for final disposal in a geologic repository. In both cases, the high radioactivity of the resulting products provides "self shielding" and prevents separation of plutonium without already developed and available sophisticated technology. The so-called "spent fuel standard" as an effective protection barrier is - quired in either case.
