The Issues Sharing data and infonnation enables people to think together in solving problems, in building trust essential for cooperative efforts toward sustaining shared vital natural resources, and in avoiding conflict. It is axiomatic that all planning and policy making, not least for environmental and resource sustainability, depend for success on accmate data and infonnation dispensed freely to all who need it, from farmers to heads of state. These maxims are particularly apt when applied to water resources that are international and transboundary. In those circumstances, the need for cooperation and sharing are acute if the water source is to be managed, distributed, and used equitably and efficiently. In many parts of the world, the collection, management, reporting, and quality of water and environmental data are often so poor and incomplete as to render them useless, or they are treated as security issues and are therefore classified. Either way, wherever those conditions exist, essential planning and policy data and information of good quality are relatively hard to come by. The consequences are high, particularly for effective basin-wide river management and resource sustainability.

Environmental Information in European Transboundary Water Management aims to examine the role of information in transboundary river basin and water management, and the way it is used (or not) in policy and decision and decision-making within the wider European area. While having forward-looking perspective justified by the ongoing implementation of the EU water Framework Directive among EU Member States and Candidates Countries, many of the chapters draw on the experiences gained from the past and existing transboundary river basin co-operation experiences. Chapters are organised according to a framework that shows the sharing of water resources to be based upon a foundation of integrated water resources management, supported by three pillars: Politics - concerned with the enabling of sharing water resources, including the recognition of differences in riparian interests and international collaboration. Technical cooperation - concerned with concrete co-operation including exchange of information; tools and techniques to produce, use and disseminate information; joint research programmes; joint river basin plans; and joint ventures i.e. jointly performed water management actions. Legal-institutional - dealing with institutions and legal instruments that support the vision of fair and equitable sharing of international water resources; this pillar finds its basis in internationally laid down principles of cross border co-operation. Environmental Information in European Transboundary Water Management will appeal to professionals involved in the various aspects of transboundary river basin co-operation, both on strategic and operational levels, but also to the academic community concerned with the study of transboundary river basin or water management. The world’s freshwater supplies are increasingly threatened by rapidly increasing demand and the impacts of global climate change, but current approaches to transboundary water management are unsustainable and may threaten future global stability and international security. The absence of law in attempts to address this issue highlights the necessity for further understanding from the legal perspective. This book provides a fresh conceptualisation of water security, developing an operational methodology for identifying the four core elements of water security which must be addressed by international law: availability; access; adaptability; and ambit. The analysis of the legal framework of transboundary freshwater management based on this contemporary understanding of water security reveals the challenges and shortcomings of the current legal regime. In order to address these shortcomings, the present mindset of prevailing rigidity and state-centrism is challenged by examining how international legal instruments could be crafted to advance a more flexible and common approach towards transboundary water interaction. The concept of considering water security as a matter of ‘regional common concern’ is introduced to help international law play a more prominent role in addressing the challenges of global water insecurity.
