The Fourth International Working Conference on Statistical and Scientific Data Base Management (IV SSDBM) held on June 21-23, 1988 in Rome, Italy, continued the series of conferences initiated in California in December 1981. The purpose of this conference was to bring together database researchers, users and system builders, working in this specific field, to discuss the particular points of interest, to propose new solutions to the problems of the domain and to expand the topics of the previous conferences, both from the theoretical and from the applicational point of view. The papers of four scientific sessions dealt with the following topics: knowledge base and expert system, data model, natural language processing, query language, time performance, user interface, heterogeneous data classification, storage constraints, automatic drawing, ranges and trackers, and arithmetic coding. Two other special sessions presented work on progress papers on geographical data modelling, spatial database queries, user interface in an Object Oriented SDB, interpretation of queries, graphical query language and knowledge browsing front ends. The conference also had three invited papers on topics of particular interest such as "Temporal Data", "Statistical Data Management Requirements" and "Knowledge Based Decision Support Systems", included in this volume. Modern computing management systems and application programs are often de signed as open systems. In an open environment, the users' application programs serving similar purposes, though possibly implemented using different hardware or software tech nologies, can interact easily and properly with one other. But, it is a big challenge in research and development to provide the means for integrating these technologies and reengineering the new or existing management systems so as to make all of the relevant components interoperable. In case of databases, because of the variety in data models and theory, the interoper ability and reengineering issues become even more complex and crucial, especially for companies heavily involved in data management. With the rapid advances in networking and database modeling technology, old issues may have to be reinvestigated and new issues come up constantly. It is our hope that this year's workshop, the sixth in a series of annual events, can provide a timely forum for database researchers and practitioners to share their recent experience and results in various aspects of this fast -developing field. This series of workshops has been organized by the Hong Kong Computer Society and financially supported by many local industrial and business companies. The DoD¿s U.S. Army Corps of Engineers awarded the $2.5 billion Restore Iraqi Oil (RIO I) contract to Kellogg Brown & Root in March 2003 in an effort to re-establish Iraq¿s oil infrastructure, & to ensure adequate fuel supplies inside Iraq. RIO I was a cost-plus-award-fee type contract that provided for payment of the contractor¿s costs, a fixed fee determined at inception of the contract, & a potential award fee. The Defense Contract Audit Agency (DCAA) reviewed the 10 RIO I task orders & questioned $221 million in contractor costs. This report determines: how DoD addressed DCAA¿s RIO I audit findings & what factors contributed to DoD¿s decision; & the extent to which DoD paid award fees for RIO I & followed the planned process for making that decision. Ill.
