Book Description
This open access book discusses cooperation strategies for safeguarding cultural heritage in nations facing diverse forms of fragility. Through case studies and a critical analysis, it explores preserving cultural heritage to spur regional socioeconomic development and community empowerment, focusing mainly on the Middle East. The book centers around the World Heritage Site of Bamiyan, Afghanistan, following the government upheaval in August 2021. It begins with an overview of cultural heritage protection efforts since UNESCO designated Bamiyan Valley as a World Heritage Site in 2003, reflecting on challenges and successes before Taliban rule. The second section examines links between heritage preservation and policies addressing urban and demographic growth in Bamiyan and other Afghan cities, using data from the 2018 "Bamiyan Strategic Masterplan" by Florence University. The third part compares methodologies for cultural heritage preservation in the Middle East by the Italian Agency for Development Cooperation, UNESCO, and international NGOs. It highlights the relationship between heritage protection, development, and addressing social and economic challenges. In the concluding section, the book synthesizes research findings and operational approaches, providing a nuanced understanding of the cultural heritage, development, and fragility in the Middle East. Concluding with a thoughtful synthesis in the fourth section, the book offers a comprehensive report on key research findings and operational approaches, presenting a nuanced understanding of the intricate interplay between cultural heritage, development, and fragility in the Middle East.

Book Description
This volume analyzes the politics, policy and practice of cultural heritage at the global level, identifying the major directions in which international heritage practice is moving, and exploring the key issues likely to shape the cultural heritage field well into the twenty-first century. It examines the tensions between the universal claims of much heritage practice, particularly that associated with the World Heritage system, and national and local perspectives. It explores the international legal framework developed since World War Two to protect heritage, particularly at times of war, and from theft, showing how contemporary global problems of conflict and illicit trade continue to challenge the international legal system. Heritage and Globalisation critiques the incorporation of heritage in the world economy through the policies of international development organisations and the global tourism trade. It also approaches heritage from seldom-considered perspectives, as a form of aid, as a development paradigm, and as a form of sustainable practice. The book identifies some of the most pressing issues likely to face the heritage industry at a global level in coming decades, including the threat posed by climate change and the need for poverty reduction. Providing a historically and theoretically rigorous approach to heritage as a form of and manifestation of globalisation, the volume’s emphasis is on contemporary issues and new fields for heritage practice.

Book Description
Italy is strongly committed to multilateralism, and it uses its convening power as well as expertise in co-operation to make the country a leading voice on issues such as agriculture and cultural heritage. The country’s commitment to leaving no one behind is particularly apparent through the focus on gender and disability. However, the country would benefit from reversing the recent decline in official development assistance (ODA), building a stronger and better-skilled workforce, forming a coherent, whole-of-government approach to migration and development, and creating a system to manage for results.

Book Description
Cultural governance is currently regarded as a transversal element of public policy in Europe. This book brings together academics and policy practitioners to provide new insights into the field, exploring its contemporary dynamics, dilemmas and challenges. In light of the Cyprus Presidency in 2026, the authors reflect on the breadth and boundaries of cultural governance in a European perspective, the role of international institutions, such as UNESCO and the EU, and the frameworks and dilemmas of cultural governance as a dedicated practice. Particular attention is given to the relationship between culture and human creativity, to cultural rights and to climate breakdown, placing cultural governance at the heart of integrated public policy. As a key contribution that enriches the field of cultural policy, this book is essential reading for academics and offers guidance for concerted action for policymakers and legislators.

Book Description
This book examines reconstruction and resilience of historic cities and societies from multiple disciplinary and complementary perspectives and, by doing so, it helps researchers and practitioners alike, among them reconstruction managers, urban governance and professionals. The book builds on carefully selected and updated papers accepted for the 2019 Silk Cities international conference on ‘reconstruction, recovery and resilience of historic cities and societies’, the third Silk Cities conference held in L’Aquila, Italy, 10-12 July 2019, working with University of L’Aquila and UCL. This multi-scale, and multidisciplinary book offers cross-sectoral and complimentary voices from multiple stakeholders, including academia, urban governance, NGOs and local populations. It examines post-disaster reconstruction strategies and case studies from Europe, Asia and Latin America that provide a valuable collection for anyone who would like to get a global overview on the subject matter. It thereby enables a deeper understanding of challenges, opportunities and approaches in dealing with historic cities facing disasters at various geographical scales. Additionally, it brings together historical approaches to the reconstruction of historical cities and those of more recent times. Thus, it can be used as a reference book for global understanding of the subject matter.

Book Description
In this study we introduce and apply a set of machine learning and artificial intelligence techniques to analyze multi-dimensional fragility-related data. Our analysis of the fragility data collected by the OECD for its States of Fragility index showed that the use of such techniques could provide further insights into the non-linear relationships and diverse drivers of state fragility, highlighting the importance of a nuanced and context-specific approach to understanding and addressing this multi-aspect issue. We also applied the methodology used in this paper to South Sudan, one of the most fragile countries in the world to analyze the dynamics behind the different aspects of fragility over time. The results could be used to improve the Fund’s country engagement strategy (CES) and efforts at the country.
