El presente libro está dividido en cinco capítulos con los cuales se pretende mostrar tanto el contexto de la gestión del agua en Colombia como la caracterización de las formas de organización social para su implementación en cuencas hidrográficas. Los capítulos uno y dos presentan componentes de contexto considerados importantes para entender las formas de organización social en la gestión del agua, es decir, aspectos institucionales y normativos y la oferta de instrumentos de gestión y participación asociados a la gestión del agua. En este sentido, el primer capítulo presenta todo el escenario normativo e institucional existente en el país sobre la gestión ambiental del agua en la naturaleza, así como en el sector de agua potable. El segundo capítulo muestra la oferta de instrumentos de gestión y participación ofrecidos por el Estado colombiano tanto en el ámbito de la gestión ambiental como en el ámbito del sector del servicio público del agua. En los capítulos tres al cinco se exhiben por cada cuenca hidrográfica estudiada tres aspectos principales: el primero, tiene que ver con las características biofísicas y socioeconómicas tendientes a mostrar aspectos críticos reportados en estudios técnicos realizados por las instituciones ambientales y administrativas de la región; el segundo, reporta el deterioro continuo de las fuentes de agua, que aumenta la tensión de las relaciones entre agentes sociales que intervienen en la gestión del agua; y el tercero, destaca los resultados del trabajo de campo con los agentes sociales entrevistados por cuenca hidrográfica, para presentar desde sus voces, intereses, visiones; problemáticas, conflictos y soluciones relacionados con la gestión del agua en cada cuenca.
