La crisis financiera acontecida a finales del 2007 y principios de 2008 trajo consecuencias negativas para el desarrollo económico del mundo entero; sus primeros reflejos se han hecho notar no solo en la recesión de USA y de Europa, sino, en la caída de la productividad mundial de las empresas, baja competitividad, contracciones en el comercio internacional, caídas del PIB, altas tasas de desempleo, elevada volatilidad e incertidumbre de mercados, baja inversión, y financiamiento externo agotado. La crisis financiera ha dejado evidencia de sus efectos en todo el mundo, pero sin duda donde más se ha resentido es en la capacidad de las empresas para responder a los retos que esta situación les imponen. Es claro que los gobiernos han desarrollado una serie de políticas públicas y económicas para contrarrestar sus efectos, sin que hasta el momento se tengan resultados positivos, indudablemente se requiere de la colaboración conjunta Estado-Empresa-Sociedad, para salir del bache económico y social en que ha caído la humanidad. Bajo este contexto, se presentan algunas respuestas a la crisis financiera mundial desde el punto de vista del Managment.

For the first time in the republican history of Peru, the presidential transition takes place in democracy, social peace, fast economic growth and favorable world markets. In other words, there has never been a better chance to build a different Peru - a richer country, more equal and governable. There are multiple ways to achieve that goal. New reforms must stem from a widespread and participatory debate, one of a common vision conceived for and by Peruvians. This book aims at making a technical and independent contribution to such debate; it summarizes the knowledge available about the challenges to be faced by the new administration. The study does not recommend silver bullets, but suggests policy options. It is based on the analysis of the current reality and in six decades of relationships with Peru, in which the Bank has implemented more than 100 projects and prepared more than 500 technical reports covering the wide range of development topics. When necessary, the study provides lessons that the Bank has learned elsewhere. Latin America suffered a profound state crisis in the 1980s, which prompted not only the wave of macroeconomic and deregulation reforms known as the Washington Consensus, but also a wide variety of institutional or 'second generation' reforms. 'The State of State Reform in Latin America' reviews and assesses the outcomes of these less studied institutional reforms. This book examines four major areas of institutional reform: a. political institutions and the state organization; b. fiscal institutions, such as budget, tax and decentralization institutions; c. public institutions in charge of sectoral economic policies (financial, industrial, and infrastructure); and d. social sector institutions (pensions, social protection, and education). In each of these areas, the authors summarize the reform objectives, describe and measure their scope, assess the main outcomes, and identify the obstacles for implementation, especially those of an institutional nature.
