Legislative Codecision in the European Union
Author: Anne Rasmussen
Publisher: Routledge
ISBN: 1351560433
Category : Political Science
Languages : en
Pages : 167
Book Description
This volume takes stock of twenty years of practising and studying codecision in the European Union (EU) and examines the procedure?s long-term implications for the EU?s institutions, politics and policies. The introduction of co-legislation between the Council of Ministers and the European Parliament in 1993 raised the prospect of increased parliamentary involvement in EU decision-making and promised a new era of more transparent, inclusive and accountable policy-making. This collection draws together contributions from diverse theoretical and methodological perspectives in order to analyse the extent to which codecision has delivered the expected gains and to review the unexpected effects that have followed from its introduction, such as the growing informalisation of EU decision-making. Using a combination of in-depth qualitative case studies, wider quantitative analyses, practitioners? insights and a review of the procedure?s democratic legitimacy the contributions offer a holistic assessment of the effect of co-decision on the political system of the EU.This book was published as a special issue of the Journal of European Public Policy.

Transnational Identities
Author: Richard K. Herrmann
Publisher: Rowman & Littlefield Publishers
ISBN: 1461646367
Category : History
Languages : en
Pages : 313
Book Description
This original work explores the increasingly important phenomenon of the formation of transnational identity. Considering the ongoing relevance of the European Union, the contributors ask a series of intriguing questions: Is a European identity possible? How are the various types of European identity formed and maintained? How are these identities linked to the process of European integration? Examining the psychological, institutional, and political mechanisms that encourage or impede identification with transnational groups, the book considers these theoretical questions in light of new evidence drawn from a rich body of primary research, including field experiments, in-depth interviews with elites, and public opinion surveys. Brought together for the first time, social psychologists, sociologists, political scientists, and ethnographers share their theoretical and methodological perspectives in tackling the common issues surrounding the emergence of "European" as a political identity. Paying special attention to the role of the institutions of the EU, the authors investigate the impact of neo-functionalist strategies and find that the processes of identity formation are far more complicated than can be explained by material and institutional factors alone. The authors engage in a fruitful dialogue about how much a European identity exists and how much it matters as they delve into the sources of disagreement and their implications.

Policy Coherence for Development in the EU Council
Author: Christian Egenhofer
Publisher: CEPS
ISBN: 9290796537
Category : Business & Economics
Languages : en
Pages : 216
Book Description
In recognition of the fact that EU policies in non-development areas, such as trade, energy and migration, can also profoundly affect the poor in developing countries, the EU has affirmed?Policy Coherence for Development? as an important principle for achieving more effective development cooperation. This new CEPS study analyses whether policy-making processes in the EU Council provide sufficient scope for development inputs to be made in 12 key policy areas: trade, environment, climate change, security, agriculture, fisheries, social dimension of globalisation, employment and decent work, migration, research and innovation, information society, transport and energy. The study also includes coverage of the policy-making processes in the European Commission as it initiates and defends most of the policies being discussed in the EU Council. Its findings point to the highly segregated character of EU policy-making and provide interesting insights into the internal challenges the EU will need to address in order to fulfil its goal of achieving greater coherency in its (external) policy-making. To strengthen the potential for PCD the study suggests six proposals for structural reform as well as a set of specific recommendations.
