"La obra se centra en analizar la noción, características y principios de la compra pública estratégica, para luego estudiar las principales medidas jurídicas que pretenden impulsar y garantizar el acceso de las pymes en el sistema español de compras públicas. De forma específica se analiza la visión estratégica de la contratación pública, desde sus principales objetivos, vinculados a la sostenibilidad, a la inclusión de aspectos sociales, y principalmente desde la incorporación de las pymes en las compras públicas. En ese orden de ideas se pasa a desarrollar de forma concreta las medidas para promover el acceso de las pymes en el mercado de las contrataciones públicas, con relación a la dimensión del contrato. Así mismo, se analiza la participación de las pymes a través de uniones temporales de empresas y adicionalmente la posibilidad de recurrir a capacidades externas para cumplir con los requisitos de solvencia. Por último, se analiza la útil y mejorada figura de la subcontratación, que aporta nuevas garantías para los subcontratistas, especialmente para las pymes. Luego se estudian las instituciones jurídicas vinculadas al acceso a la información y a la transparencia, a la simplificación administrativa y a la contratación electrónica como mecanismos para promover la participación de las pymes en el contexto de la compra pública estratégica. Por último, en lo que respecta al empleo de los medios electrónicos como garantía de acceso de las pymes a las compras públicas, luego de revisar sistemáticamente los aspectos donde se pone de manifiesto las formas electrónicas, se analiza de manera específica, el sistema electrónico de comunicación e información (e-Certis), y la factura electrónica en la contratación pública como medio para facilitar la participación de las pymes. Las razones antes esgrimidas evidencian la actualidad e importancia capital del abordaje del tema de acceso de las pymes en las compras públicas estratégicas, para contribuir con el desarrollo económico de los Estados y al mismo tiempo para el fortalecimiento del tejido empresarial español y europeo".
