The Treasurer shall have charge of all the moneys and funds of the Corporation, and shall render an account of all his receipts, expenditures, and doings, to the Corporation at the annual meeting, and to the Wardens and Vestry whenever required. No moneys exceeding ten dollars in amount shall be paid by him except upon the written order or approval of one of the Wardens, unless the same shall have been previously appropriated by a vote of the Corporation.
