The South African Department of International Relations and Cooperation (DIRCO) in partnership with the University of Pretoria hosted a Conference on Multilaterism and International Law with Western Sahara as a Case Study on 4 and 5 December 2008, at the University of Pretoria campus, South Africa. The purpose of the conference was to reflect on the foreign policy precept that the promotion of a rules based international order through multilateralism remains the critical prerequisite for the resolution of conflict between nations. As a case study, the conference analysed Africa's longest-running dispute - the Western Sahara. As the Spanish were preparing to leave colonized Western Sahara in 1975, Morocco invaded, sparking a war with the Western Saharan Polisario Front. About 70% of Western Sahara was occupied by Morocco, which stations up to 140,000 soldiers in the territory, primarily along a 1700 kilometre long sand berm that is protected by one of the world’s largest fields of landmines. In 1991, Morocco and the Polisario Front agreed to a truce ahead of a referendum on Western Sahara’s future. However, Morocco has since refused to allow the referendum to take place, and has begun the extensive exploitation of Western Sahara’s non-renewable natural resources. This has both highlighted the plight of the Saharawi people who live in refugee camps in Algeria and in occupied Western Sahara, and pushed the Polisario Front back to a position where it is openly canvassing for a return to war. This book was originally published as a special issue of Global Change, Peace and Security.

Spain’s former African colonies—Equatorial Guinea and Western Sahara—share similar histories. Both are under the thumbs of heavy-handed, postcolonial regimes, and are known by human rights organizations as being among the worst places in the world with regard to oppression and lack of civil liberties. Yet the resistance movement in one is dominated by women, the other by men. In this innovative work, Joanna Allan demonstrates why we should foreground gender as key for understanding both authoritarian power projection and resistance. She brings an ethnographic component to a subject that has often been looked at through the lens of literary studies to examine how concerns for equality and women’s rights can be co-opted for authoritarian projects. She reveals how Moroccan and Equatoguinean regimes, in partnership with Western states and corporations, conjure a mirage of promoting equality while simultaneously undermining women’s rights in a bid to cash in on oil, minerals, and other natural resources. This genderwashing, along with historical local, indigenous, and colonially imposed gender norms mixed with Western misconceptions about African and Arab gender roles, plays an integral role in determining the shape and composition of public resistance to authoritarian regimes.

Is sewer-based wastewater treatment really the optimal technical solution in urban water management? This paradigm is increasingly being questioned. Growing water scarcity and the insight that water will be an important limiting factor for the quality of urban life are main drivers for new approaches in wastewater management. Source Separation and Decentralization for Wastewater Management sets up a comprehensive view of the resources involved in urban water management. It explores the potential of source separation and decentralization to provide viable alternatives to sewer-based urban water management. During the 1990s, several research groups started working on source-separating technologies for wastewater treatment. Source separation was not new, but had only been propagated as a cheap and environmentally friendly technology for the poor. This edited volume explores the question of the lawfulness under international law of economic activities in occupied territories from the perspectives of international law, EU law, and business and human rights. Providing a multi-level overview of relevant practices, policies and cases, the book is divided in three parts, each dealing with how different legal fields have come to grips with the challenges brought about by the question of the lawfulness under international law of economic activities in occupied territories. The first part includes contributions pertaining to the international law dimension of the question. It contains chapters on the conjunction between jus in bello, jus ad bellum and international human rights law in the context of exploitation of natural resources in territories under belligerent occupation; on third party obligations flowing from the application of occupation law in relation to natural resources exploitation; and on State practice with regards to trading with occupied territories. The four Geneva Conventions, adopted in 1949, remain the fundamental basis of contemporary international humanitarian law. They protect the wounded and sick on the battlefield, those wounded, sick or shipwrecked at sea, prisoners of war, and civilians in time of war. However, since they were adopted warfare has changed considerably. In this groundbreaking commentary over sixty international law experts investigate the application of the Geneva Conventions and explain how they should be interpreted today. It places the Conventions in the light of the developing obligations imposed by international law on states, armed groups, and individuals, most notably through international human rights law and international criminal law. The context in which the Conventions are to be applied and interpreted has changed considerably since they were first written. The borderline between international and non-international armed conflicts is not as clear-cut as was once thought, and is complicated further by the use of armed force mandated by the United Nations and the complex mixed and transnational nature of certain non-international armed conflicts.
