Decisions about solid waste management require analysis of the costs of undertaking a particular initiative--how much does landfilling cost compared to incineration or recycling, for example. Rarely, if ever, are questions asked about the external or indirect costs and benefits of developing and implementing a particular waste management strategy--how much environmental damage will result from this undertaking, for example. These externalities can be calculated using a Cost Benefit Analysis, involving quantifying the costs and benefits to society of one approach as compared with another. Over the last two decades, Halifax Regional Municipality has experienced two extremes in waste management--a landfill creating considerable nuisance and environmental problems, and a recently implemented aggressive waste management strategy aimed at diverting a large portion of the waste from disposal through recycling and composting. That strategy has been highly successful at achieving its goal, but not without criticism and expense. In this thesis, HRM's new system is described and evaluated using a Cost Benefit Analysis. The results are compared with a disposal-only option similar to the previous landfill used by HRM. This thesis shows that Halifax's new system, while more costly in direct terms than simply landfilling all waste, provides a higher net social benefit over the alternative. A Cost Benefit Analysis can provide waste managers with a tool to help in decision making about which waste management option to choose by demonstrating potential external costs and benefits.
