Each year millions of people are displaced from their homes and lands. While international environmental and social performance standards on land access and involuntary resettlement exist, no framework supporting livelihood restoration has been developed. This book provides a framework that will help improve practice for those who are involved in resettlement projects and, crucially, improve the outcomes for the resettlement-affected households and communities. Evidence from the implementation of public- and private-sector-led resettlement projects indicates that livelihood restoration is a persistent shortcoming, if not failure, across these projects. This book addresses this issue by re-characterising the ‘livelihood restoration’ objective as ‘livelihood re-establishment and development’ and proposes a framework for the entire resettlement process that puts livelihood considerations first. The framework enables proactive identification of the potential livelihood challenges associated with each step of the resettlement process (design, planning, execution, monitoring and evaluation), as well as the opportunities that resettlement, project development and induced economic growth create. "In fiscal year 2011, the United States admitted more than 56,000 refugees under its refugee resettlement program. Upon entry, a network of private, nonprofit voluntary agencies (voluntary agencies) selects the communities where refugees will live. The Department of State's PRM and the Department of Health and Human Services' ORR provide funding to help refugees settle in their communities and obtain employment and monitor implementation of the program. Congress has begun to reexamine the refugee resettlement program, and GAO was asked to examine (1) the factors resettlement agencies consider when determining where refugees are initially placed; (2) the effects refugees have on their communities; (3) how federal agencies ensure program effectiveness and integrity; and (4) what is known about the integration of refugees. GAO reviewed agency guidance, monitoring protocols, reports, and studies; conducted a literature review; reviewed and analyzed relevant federal and state laws and regulations; and met with federal and state officials, voluntary agency staff, and local stakeholders in eight selected communities."

Natural disasters, the effects of climate change, and political upheavals and war have driven tens of millions of people from their homes and spurred intense debates about how governments and nongovernmental organizations (NGOs) should respond with long-term resettlement strategies. Many resettlement efforts have focused primarily on providing infrastructure and have done little to help displaced people and communities rebuild social structure, which has led to resettlement failures throughout the world. So what does it take to transform a resettlement into a successful community? This book offers the first long-term comparative study of social outcomes through a case study of two Honduran resettlements built for survivors of Hurricane Mitch (1998) by two different NGOs. Although residents of each arrived from the same affected neighborhoods and have similar demographics, twelve years later one resettlement wrestles with high crime, low participation, and low social capital, while the other maintains low crime, a high degree of social cohesion, participation, and general social health. Using a multi-method approach of household surveys, interviews, ethnography, and analysis of NGO and community documents, Ryan Alaniz demonstrates that these divergent resettlement trajectories can be traced back to the type and quality of support provided by external organizations and the creation of a healthy, cohesive community culture. His findings offer important lessons and strategies that can be utilized in other places and in future resettlement policy to achieve the most effective and positive results.
