Chapter 9 deliberates the efficacy of programs involving multiple partners. Chapter 10 discusses the lessons and challenges of evaluation and collaborative government. Bill Jenkins is professor of public policy and management at The University of Kent and deputy editor of Public Administration. It is a characteristic of the Scandinavian countries – Sweden, Norway and Denmark - that they have both a large public and voluntary sector.
