Book Description
Excerpt from The Modern City and Its Problems IN so far as this volume carries a message it is that the American city lags behind the work it should properly perform. It is negative in its func tions, rather than positive in its services. It has been stripped of power and responsibility. It is politically weak and lacks ideals of its possibilities. It has so little concern for its people that they in turn have little concern for it. We have failed to differentiate between those activities which are pri vate and those which are public. We have failed, too, to provide protection to the individual from in equalities of power and position, and have left him a prey to forces as dangerous to his life and comfort as those against which the police are employed to protect. Further than this, we have failed to shift to society the burdens of industry which the com ing of the city has created. We have permitted the sacrifice of low wages, irregular employment, and disease to be borne by the individual rather than by the community. Those who suffer from these conditions are in reality a vicarious sacrifice; a sacrifice which society has no right to accept. Book Description
Excerpt from Problems of City Government The purpose of this volume is to present an analysis of the general principles involved in city growth. The rapid development of our large cities has a far deeper significance than the administrative problems which they present. Profound changes in social structure are di rectly traceable to the increasing aggregation of popu lation. In this volume an attempt has been made to ascertain the nature of these changes. Book Description
Excerpt from Great Cities in America: Their Problems and Their Government Three years ago the author undertook to prepare a contribution on "The Government of Great American Cities" to be published in Germany in a series of articles and monographs devoted to a description of city government in several leading countries of the Western World. This series appeared in the Schriften des Vereins fur Socialpolitik under the general title, "Verfassung und Verwaltungsorganization der St dte." Although the author's contribution was published in English, both the form and the substance of the monograph rendered it practically unsuited for general use in America. Accordingly, the work has been thoroughly revised and prepared for publication here as a separate volume in The Citizen's Library. It is a matter of regret that the limitations of space have compelled the author, in this revised work, to confine the discussion to six cities only, - Washington, New York, Chicago, Philadelphia, St. Louis, and Boston. If the method of treatment here adopted should prove acceptable to the public, it may be that at some future time the story will be extended to include Cleveland, Los Angeles, Detroit, Pittsburgh, Denver, Milwaukee, and other cities of the second class in which history is now being made. The present volume is offered to the public with considerable diffidence, for two reasons. In the first place, the method of treatment is experimental. Book Description
Excerpt from The Problems of a Great City In the books of the three Pitakas a code of ethics is laid down which finds no followers in practice. The ideal is unattainable. The motive for sacrifice is of phantom-fabric. It exists only in theory. The beatitudes of Gautama are not well known, and they are less followed. Excerpt from The Myth and Reality of Our Urban Problems The Stafford Little Lectures have afforded me an opportunity to venture into what, for me, is an untrod field. And like anyone's list of priorities and objectives, personal values and per sonal perspectives are deeply involved.
