" Southeast Asia has become a hotbed of strategic rivalry between China and theUnited States. China is asserting its influence in the region through economic statecraft and far-reaching efforts to secure its sovereignty claims in the South China Sea, while the United States has promoted a Free and Open Indo-Pacific strategy that explicitly challenges China's expanding influence—warning other countries that Beijing is practicing predatory economics and advancing governance concepts associated with rising authoritarianism in the region. In this timely volume, leading experts from Southeast Asia, Australia, and the United States assess these great power dynamics by examining the strategic landscape, domestic governance trends, and economic challenges in Southeast Asia, with the latter focusing especially on infrastructure. Chinese residential communities are places of intense governing and an arena of active political engagement between state and society. In The Government Next Door, Luigi Tomba investigates how the goals of a government consolidated in a distant authority materialize in citizens' everyday lives. Chinese neighborhoods reveal much about the changing nature of governing practices in the country. Government action is driven by the need to preserve social and political stability, but such priorities must adapt to the progressive privatization of urban residential space and an increasingly complex set of societal forces. Tomba’s vivid ethnographic accounts of neighborhood life and politics in Beijing, Shenyang, and Chengdu depict how such local "translation" of government priorities takes place. Tomba reveals how different clusters of residential space are governed more or less intensely depending on the residents’ social status; how disgruntled communities with high unemployment are still managed with the pastoral strategies typical of the socialist tradition, while high-income neighbors are allowed greater autonomy in exchange for a greater concern for social order. Conflicts are contained by the gated structures of the neighborhoods to prevent systemic challenges to the government, and middle-class lifestyles have become exemplars of a new, responsible form of citizenship. At times of conflict and in daily interactions, the penetration of the state discourse about social stability becomes clear.

Why has China grown so fast for so long despite vast corruption? In China's Gilded Age, Yuen Yuen Ang maintains that all corruption is harmful, but not all types of corruption hurt growth. Ang unbundles corruption into four varieties: petty theft, grand theft, speed money, and access money. While the first three types impede growth, access money - elite exchanges of power and profit - cuts both ways: it stimulates investment and growth but produces serious risks for the economy and political system. Since market opening, corruption in China has evolved toward access money. Many studies of government in China either simply describe the political institutions or else focus, critically, on the weaknesses of the system, such as corruption or the absence of Western-style democracy. Authors of these studies fail to appreciate the surprising ability of China’s government to rapidly transform a once impoverished economy and to recover from numerous crises from 1978 to the present. Received wisdom suggests that social organizations (such as non-government organizations, NGOs) have the power to upend the political status quo. However, in many authoritarian contexts, such as China, NGO emergence has not resulted in this expected regime change. In this book, Timothy Hildebrandt shows how NGOs adapt to the changing interests of central and local governments, working in service of the state to address social problems. In doing so, the nature of NGO emergence in China effectively strengthens the state, rather than weakens it. This book offers a groundbreaking comparative analysis of Chinese social organizations across the country in three different issue areas: environmental protection, HIV/AIDS prevention, and gay and lesbian rights. It suggests a new way of thinking about state-society relations in authoritarian countries, one that is distinctly co-dependent in nature: governments require the assistance of NGOs to govern while NGOs need governments to extend political, economic and personal opportunities to exist.
