The World Health Organization reports that severe acute malnutrition, one of the leading causes of death in the developing world, is not stressed enough on the international agenda, and few countries, have specific comprehensive policies to address it (World Health Organization [WHO], 2007). According to the Central Intelligence Agency (2013), Bolivia, is affected by severe acute malnutrition and is classified as the poorest nation in South America. La Paz, the seat of government, faces poverty, malnutrition, poor sanitation, and poor access to healthcare for impoverished people. The USA non-profit organization Child Family Health International (CFHI) in La Paz, has created a sustainable source of medical care for children in resource-poor settings. The purpose of this study was to conduct a needs assessment of child malnutrition in La Paz, Bolivia. The objectives of the research were: to determine the eating patterns of families by income, determine where most malnourished children live, and what major factors contribute to malnutrition in these regions; to determine what has been done by CFHI to address child malnutrition; to determine resources are available to malnourished children and the effectiveness of previous and current methods used; and to determine what can be done in the future. Data were collected through interviews with 16 adults in La Paz or El Alto connected with CFHI including health care providers, staff, parents, homestay families, and partnering NGOs' staff. Participants answered questions about their nutritional habits and knowledge of resources and programs pertaining to child malnutrition. They were interviewed in person between July 5 and August 5, 2013. Results indicated professionals were focused on long-term solutions to child malnutrition emphasizing on education, while impoverished families focused on immediate everyday needs. All participants agreed on the importance of addressing severe acute malnutrition in the children of Bolivia.

Malnutrition is crippling Bolivia, and the country must now face the political, and bureaucratic failure in addressing malnutrition. This study defines the nature, and extent of the malnutrition problem in the country, identifies the underlying reasons for the failed response, and outlines actions for both immediate, and more long-term results. The study further estimates that less than ten percent of government, and non-government expenditures, with an explicit nutrition, or food security component, is devoted to effective programs serving the neediest - poor pregnant women, and malnourished children under two. Public and private expenditures on nutrition are often misdirected, for although Bolivia did achieve successes in the advancement of nutrition over the past twenty years, the problem of malnutrition still requires action on several fronts. Primarily, nutrition needs a national strategy, and functional leadership, able to provide the population with accurate, and practical nutritional knowledge, prioritizing effective interventions for the most vulnerable. The study suggests improvements in program design, by targeting assistance, and exploiting the opportunities to improve nutrition through water and sanitation, rural development, roads, and education projects, which can have a profound effect on nutrition. Recommendations include the development of nutrition education focused on high-priority population, towards creating a private commission to demand continuity of Government attention to nutrition, as well as community participation in nutrition programming.

The objective of this paper is to document the extent and distribution of child and adult malnutrition in Guatemala; to analyze the relationship between selected child, maternal, household and community characteristics and children's nutritional status; and to outline the implications of the most important findings for nutritional policy. The prevalence of chronic malnutrition among Guatemalan children in 2000 was the highest in Latin America and among the highest in the world. The data show very strong socioeconomic and geographic inequality. The econometric analysis reveals a strong impact of income and of intergenerational effects. Education of adults in the household and the availability of infrastructure are other important determinants of children's growth attainment. Finally, even controlling for income and other household and community characteristics, ethnicity remains an important determinant of child nutritional status. The study also reveals an increasing prevalence of excess weights and obesity among children and adults. Overnutrition tends to be higher among individuals living in urban areas and among non-poor and non-indigenous households. This paper-a product of the Human Development Sector Unit, Latin America and the Caribbean Region-is part of a larger effort in the region to study poverty and human development processes.
