Book Description
Although irregular warfare includes a range of activities in which naval forces have played an integral role, there has been little examination of the characteristics or potential of such operations in maritime environments. An assessment of the maritime component of a series of historical and ongoing operations reveals that current notions of irregular warfare would benefit from increased recognition of potential maritime contributions.

This handbook offers a critical and substantial analysis of maritime security and documents the most pressing strategic, economic, socio-cultural and legal questions surrounding it. Written by leading international experts, this comprehensive volume presents a wide variety of theoretical positions on maritime security, detailing its achievements and outlining outstanding issues faced by those in the field. The book includes studies which cover the entire spectrum of activity along which maritime security is developing, including, piracy, cyber security, energy security, terrorism, narco-subs and illegal fishing. Demonstrating the transformative character and potential of the topic, the book is divided into two parts. The first part exhibits a range of perspectives and new approaches to maritime security, and the second explores emerging developments in the practice of security at sea, as well as regional studies written by local maritime security experts. Taken together, these contributions provide a compelling account of the evolving maritime security environment, casting fresh light on theoretical and empirical aspects. The book will be of much interest to practitioners and students of maritime security, naval studies, security studies, maritime history, and International Relations in general. Book Description
This is the fourth, revised and updated, edition of Geoffrey Till's Seapower: A Guide for the Twenty-first Century. The rise of the Chinese and other Asian navies, worsening quarrels over maritime jurisdiction and the United States’ maritime pivot towards the Asia-Pacific region reminds us that the sea has always been central to human development as a source of resources, and as a means of transportation, information-exchange and strategic dominion. It has provided the basis for mankind's prosperity and security, and this is even more true in the early twenty-first century, with the emergence of an increasingly globalised world trading system. Navies have always provided a way of policing, and sometimes exploiting, the system. In contemporary conditions, navies, and other forms of maritime power, are having to adapt, in order to exert the maximum power ashore in the company of others and to expand the range of their interests, activities and responsibilities. While these new tasks are developing fast, traditional ones still predominate. Deterrence remains the first duty of today’s navies, backed up by the need to ‘fight and win’ if necessary. How navies and their states balance these two imperatives will tell us a great deal about our future in this increasingly maritime century. This book investigates the consequences of all this for the developing nature, composition and functions of all the world's significant navies, and provides a guide for anyone interested in the changing and crucial role of seapower in the twenty-first century. Seapower is essential reading for all students of naval power, maritime security and naval history, and highly recommended for students of strategic studies, international security and international relations.

Book Description
An "eye-opening, sometimes alarming, and ultimately inspiring" natural history of rivers and their complex and ancient relationship with human civilization (Elizabeth Kolbert, Pulitzer Prize-winning author of The Sixth Extinction). Rivers, more than any road, technology, or political leader, have shaped the course of human civilization. They have opened frontiers, founded cities, settled borders, and fed billions. They promote life, forge peace, grant power, and can capriciously destroy everything in their path. Even today, rivers remain a powerful global force -- one that is more critical than ever to our future. In Rivers of Power, geographer Laurence C. Smith explores the timeless yet underappreciated relationship between rivers and civilization as we know it. Rivers are of course important in many practical ways (water supply, transportation, sanitation, etc). But the full breadth of their influence on the way we live is less obvious. Rivers define and transcend international borders, forcing cooperation between nations. Huge volumes of river water are used to produce energy, raw commodities, and food. Wars, politics, and demography are transformed by their devastating floods. The territorial claims of nations, their cultural and economic ties to each other, and the migrations and histories of their peoples trace back to rivers, river valleys, and the topographic divides they carve upon the world. And as climate change, technology, and cities transform our relationship with nature, new opportunities are arising to protect the waters that sustain us. Beautifully told and expansive in scope, Rivers of Power reveals how and why rivers have so profoundly influenced our civilization and examines the importance this vast, arterial power holds for the future of humanity. "As fascinating as it is beautifully written."---Jared Diamond, Pulitzer Prize-winning author of Guns, Germs, and Steel, Collapse, and Upheaval

Book Description
It is convenient to think that bad guys are drumming up money for their activities far away and in shady back alleys, but the violent non-state actors (VNSAs) of the world are hiding in plain sight. They peddle knockoff sneakers, pass the hat at ethnic festivals, take a cut of untaxed booze sales, swindle senior citizens with bogus phone calls about needing bail in Mexico, and run money through mainstream banks to buy up rental properties (just to name a few). On a grand scale, their behavior erodes rule of law, creates moral injuries from corruption, and emboldens bad actors to steal and back violent tactics with impunity. Blood Money analyzes the ways in which VNSAs find money for their operations and sustainment, from controlling a valuable commodity to harnessing the grievances of a networked diaspora, and it looks at the channels through which they can flip the positives of globalization into flat, fast, and frictionless movement of people, funds, and materials needed to terrorize and coerce their opponents. Author Margaret Sankey highlights the mundane and everyday nature of these tactics, occurring under our noses online, in legitimate marketplaces, and with the aegis of intelligence services and national governments. While reforms attempt to curtail these options, their utility and efficacy as tools of finance have proved inadequate for sovereign states. VNSAs' defiance of rules and their capable adaptation and innovation make them extremely difficult to pin down or prosecute. Many security publications stress legislation and enforcement or frame illicit finance as a military or police problem. With Blood Money, Sankey points out the many ways VNSAs evade law enforcement, and she offers options for involving consumers and activists in exercising agency and choices in how they apply their money and where it goes. Blood Money also provides context for whole-of-government approaches to attacking underlying supports for illicit financing channels. How these groups finance themselves is key to understanding how they function and what actions might be taken to derail their plans or dismantle their structure.

Book Description
This RAND report examines the U.S. Army role in Southeast Asia. Under current benign conditions, efforts should focus on supporting defense reform, addressing transnational threats, and balancing China. If the outlook deteriorates, the United States should increase security cooperation, conclude new regional basing agreements, expand disaster assistance, and create policies to encourage risk-averse Chinese behavior.
