This book deals with the dynamics of local-level politics in China and India. China introduced new policies to restructure local politics in 1978. In place of communes, civil society organizations and cooperatives were introduced in villages. More changes came about with the introduction of the Organic Law of the Villagers' Committees of the People's Republic of China in 1998. The new local power structure includes state-sponsored institutions like Villagers Committees and the traditional civil society organizations (CSOs) and non-government organizations (NGOs). As in China, local politics in India undergoes considerable changes during the last few decades. Panchayati Raj Institutions (PRIs) were reformed in 1992 with a constitutional amendment act. CSOs and NGOs were allowed to function. Against this background, the present book is undertaken with the objectives first, to present two different models of local politics and second, to compare the two, finally to focus on the two different models of development. This book will interest scholars of rural governance, rural transformation, and the role of the grassroots CSOs and NGOs in shaping development program and growth in the two large countries in Asia.

As a result, both countries are forecast to have larger economies than the U.S. or EU in the years ahead. Still, in the last year, signs of a slowdown have hit these two giants. The social sciences have been heavily influenced by modernization theory, focusing on issues of economic growth, political development and social change, in order to develop a predictive model of linear progress for developing countries following a Western prototype. Under this hegemonic paradigm of development the world tends to get divided into simplistic binary oppositions between the ‘West’ and the ‘rest’, ‘us’ and ‘them’ and ‘self’ and ‘other’. Proposing to shift the discussion on what constitutes the ‘Other’ as opposed to the ‘Self’ from philosophy and cultural studies to the social sciences, this book explores how the structural asymmetries existing between Western discourses and the realities of the non-Western world manifest themselves in the ideas, institutions and socio-political practices of India and China, and in how far they shape the social scientist’s understanding of their discipline in general. This volume studies the outcomes of the two-way flow of investments and people between China and India, and Southeast Asia. These cross-border flows have led to new settlements in Southeast Asia from which new outlooks have emerged among locally born generations that have given rise to new forms of solidarity and identification.The advent of new generations of ethnic Chinese and Indians in Southeast Asia, with no ties to China or India, has spawned important debates about identity shifts which have not been registered by government leaders in Southeast Asia, China and India, as reflected in policy statements and investment patterns. Identity changes are assessed in forms where they best manifest themselves: in social life and in business ventures forged, or unsuccessfully nurtured, through tie-ups involving foreign and domestic capital. A state-society distinction is employed to determine how the governments of these rapidly developing countries envision development, through state intervention as well as with the employment of highly entrepreneurial ethnic groups, and the outcomes of this on their societies and on their economies. The chapters were originally published as a special issue in The Round Table.
