The purpose of this special report, 'Night Vision and Electro-Optics Technology Transfer 1972-1981,' is threefold: To illustrate, through actual case histories, the potential for exploiting a highly developed and available military technology for solving non-military problems. To provide, in a layman's language, the principles behind night vision and electro-optical devices in order that an awareness may be developed relative to the potential for adopting this technology for non-military applications. This Technical Review and Analysis (TRA) was conducted to evaluate the potential use of the Center for Night Vision and Electro-Optics Life Cycle Cost Analysis Model (CNVEOLCCAM) in satisfying the Logistic Support Analysis (LSA) tasks set forth in MI1-STD-1388-1A, Logistic Support Analysis, 11 Apr 83. This report is the result of an in-depth review of the LCCAM documentation in accordance with the methodology identified in Section II, paragraph B. This report centers on the ability of the model to fulfill the features stated in the documentation and the model's applicability to MIL-STD-1388-1A tasks. During 1987, pursuant to a tasking by the Undersecretary of the Army through the Institute for Defense Analysis, the US Army CECOM Center for Night Vision and Electro-Optics (C2NVEO) carried out a comprehensive series of studies to characterize the spectral content of night sky irradiance across the spectral sensitivity bands of second and third generation AN/PVS-7 Night Vision Goggles. This effort was then logically extended to the development of a detailed comparative performance analysis of night vision goggles within the true spectral characterization of the night sky environment. Several related issues were also of concern to the Undersecretary, including the effect of various bandpass and notch spectral filters with goggles, and finally the operational life and reliability of night vision goggles.
