Abstract: The National Animal Identification System, newly developed by the United States Department of Agriculture, will make it mandatory for all producers of commercially raised livestock to implement new technology, which will allow for 48-hour traceback of all movements of livestock. This will allow the USDA to identify any animal's movements and any additional animals that have possibly been exposed to a disease. These new regulations, though yet to take effect, will have a great impact on all livestock industries. This study looks particularly at the beef cattle industry and a subset of beef producers, those who participate in livestock shows. These producers have been identified because of their extensive travel and commingling of their herds at these shows. This group is also important because it is composed of many youth participants, and NAIS will have a direct effect on youth livestock programs. Data was collected from the identified population using an intercept method at two beef shows, one in Columbus, OH, and one in Louisville, KY. Econometric analyses were conducted to identify factors that influence the respondent's awareness levels of NAIS as well as their likelihood of compliance with the new regulations. The cumulative logistic probability function was used to conduct these analyses. Independent variables found to be significant in explaining the level of awareness include the size of the respondent's non-show cattle herd and the number of shows attended per year. In addition, respondents at the show in Kentucky were found to have higher levels of awareness. Awareness, as well as the number of states to which the respondent travels with cattle, the expected record keeping time required to comply with NAIS, and the use of a computer in record keeping, were significant variables in explaining the overall likelihood of compliance. Higher awareness about NAIS and the use of a computer both led to increased compliance, whereas more traveling and higher expectations about record keeping requirements led to lower levels of compliance. Additional models were conducted to determine if specific scenarios influenced the respondent's willingness to comply. It was found that the only consistently significant variable in this approach was the awareness level of the respondent. This finding, with its negative coefficient, implies that higher awareness does not necessarily lead to changes in compliance levels when asked about specific costs and benefits of NAIS, like trade protection and changes in record keeping. Overall, awareness was found to be a most important factor in this research. However, while awareness did lead to higher likelihoods of compliance in this study, it can not be assumed that high awareness will ensure high rates of compliance. For the system to be effective, compliance must be widespread, and the USDA should investigate increasing awareness levels as well as other methods that will increase overall compliance.
