The police are one of the most critical institutions of the state. This is particularly true in nations emerging from conflict, which are characterized by insecurity and high levels of crime. Without security, governments cannot begin rebuilding their economies and improving the lives of their citizens. As a result, they will continue to struggle for legitimacy, and a return to conflict will remain an ever-present risk. For citizens, a police officer is the symbolic representation of state authority. Their view of the state and their acceptance of its authority are partially shaped by their interactions with the police. The aim of this report is to look at what the United States has been doing to help reform or transform the police in three African states: Liberia, Sierra Leone, and South Sudan. It provides recommendations of what could be done better, or differently, based on an assumption that the federal budget for overseas policing will remain small. The findings are based on meetings with policymakers and other experts in Washington, D.C., as well as interviews with program implementers, government officials, police, and civil society representatives in all three countries.

Support for security and justice institutions has become a crucial instrument of international engagement in fragile and conflict-affected states. In attempts to shore up security as a precondition for sustainable peace, international actors have become deeply engaged in reforming the security agencies and security governance institutions of states emerging from conflict. But despite their increasing importance in the field of international peace- and state-building, security sector reform (SSR) interventions remain both highly political and deeply contentious processes. Expanding on this theme, this edited volume identifies new directions in research on the domestic consequences of external support to security sector reform. Both empirically and theoretically, the focus lies on the so far neglected role of domestic actors, interests and political power constellations in recipient states. Based on a wide range of empirical cases, the volume discusses how the often conflictual and asymmetric encounters between external and domestic actors with divergent interests and perceptions affect the consequences of international interventions. By taking into account the plurality of state and non-state security actors and institutions beyond classical models of Weberian statehood, the contributions make the case for engaging more closely with the complexity of the domestic security governance configurations that can result from external engagement in the field of security sector reform. In fragile states, domestic and international actors sometimes take the momentous step of sharing sovereign authority to provide basic public services and build the rule of law. While sovereignty sharing can help address gaps in governance, it is inherently difficult, risking redundancy, confusion over roles, and feuds between partners when their interests diverge. In Sovereignty Sharing in Fragile States, John D. Ciorciari sheds light on how and why these extraordinary joint ventures are created, designed, and implemented. Based on extensive field research in several countries and more than 150 interviews with senior figures from governments, the UN, donor states, and civil society, Ciorciari discusses when sovereignty sharing may be justified and when it is most likely to achieve its aims. The two, he argues, are closely related: perceived legitimacy and continued political and popular support are keys to success. This book examines a diverse range of sovereignty-sharing arrangements, including hybrid criminal tribunals, joint policing arrangements, and anti-corruption initiatives, in Sierra Leone, Cambodia, Lebanon, Timor-Leste, Guatemala, and Liberia. Ciorciari provides the first comparative assessment of these remarkable attempts to repair ruptures in the rule of law—the heart of a well-governed state.

The U.S. Department of State, through its Bureau of International Narcotics and Law Enforcement Affairs (INL), provides foreign assistance and supports capacity building for criminal justice systems and police organizations in approximately 90 countries around the world. It has a mandate to strengthen fragile states, support democratic transitions, and stabilize conflict-affected societies by helping partner countries develop effective and accountable criminal justice sector institutions and systems. At the request of INL, the National Academies of Sciences, Engineering, and Medicine assembled the Committee on Evidence to Advance Reform in the Global Security and Justice Sectors to review the available research evidence on police and policing practices, with emphasis on how police reform can promote the rule of law and protect the public. The 5 consensus studies that are part of this project provide evidence-driven policy and research recommendations for key stakeholders with the goal of informing capacity-building activities. This report is a compilation of those 5 studies.
