Social inclusion is on the agenda of governments, policymakers, and nonstate actors around the world. Underpinning this concern is the realization that despite progress on poverty reduction, some people continue to feel left out. This report aims to unpack the concept of social inclusion and understand better how policies can be designed to further inclusion. First, the report offers a definition of social inclusion as the "process of improving the terms for individuals and groups to take part in society." It unpacks different domains of society that excluded groups and individuals are at particular risk of being left out of -- markets, services, and spaces. Second, the report discusses the most important global mega-trends such as migration, climate chnage, and aging of societies, which will impact challenges and opportunities for inclusion. Finally, it argues that despite these challenges, change towards inclusion is possible and offers examples of inclusionary policies.

This book critically examines the current social policy in post-apartheid South Africa and proposes an alternative social policy agenda to create a new development pathway for the country. Taking social policy as a vehicle that will facilitate the creation of a new society altogether, namely the "Good Society," the author argues for the adoption of policy that will socially re-engineer South Africa. The author shows how the policy tools and development interventions which were undertaken by the post-apartheid state in driving South Africa’s transformation agenda failed to emancipate many individuals, families, and communities from the cycle of intergenerational poverty and underdevelopment. He contends that social policy interventions that foster the social re-engineering of South African society must take place to untangle the inherited colonial-apartheid social order. This book includes comparative analyses on the Global South and Global North to present the ways in which countries such as post-Second World War Great Britain and Sweden, and post-independence Zambia of the 1960s and 1970s, were able to use social policy to create new societies altogether or places similar to the "Good Society." This book investigates the political conditions and policies most likely to bring about progress toward inclusive development, drawing on in-depth analyses of four cases studies with distinct development trajectories (Mexico, Indonesia, Chile and South Korea). While exclusion and differential inclusion have long been features of development in the Global South, economic globalization has introduced new forms with which Global South countries must grapple. The book highlights the main policy drawbacks of most official approaches: neglect of the need to enhance the role and capacity of states, the focus on certain types of poverty alleviation strategies, and the tendency to disregard the need for productive employment generating activities and rural development. Neglect of issues of power and politics, however, is the most glaring inadequacy. Teichman argues that making progress toward inclusive development is primarily a political struggle. It requires a committed leadership with broadly based societal support - an inclusive development coalition - which includes usually small but politically important middle classes.
