"Up to 1914, British policy in the Arab east was based on the continued existence of the Ottoman Empire. With the entrance of the empire into the war on the side of the Central Powers, its dissolution became a real possibility. Britain was therefore confronted by the necessity of working out a new policy. The history of the war period is a record of attempts to do so. During the war, Britain gradually and inextricably committed to Arab national aspirations as it understood them. But British policy was, in fact, a lack of policy. The British improvised, they reacted to external stimuli, but they never worked out a comprehensive plan for British control of the Arab provinces of the Ottoman Empire ... In their dealings with the Arabs, the British gradually expanded their commitments from a guarantee of independence for the Arabian peninsula in October 1914 to complete self-determination for the Arab lands in November 1918. But in so doing, the British never understood Arab nationalism. Part of their confusion resulted from the confusion of the Arabs themselves, for many segments of Arab opinion existed both before and during the war. In trying to reach an agreement, both Britain and the Arabs preferred to believe that a recognizable entity existed on the other side to direct policy. In neither case was this assumption true, and the outcome was less a result of sinister design then confusion ... The necessity of attempting to formulate a Middle Eastern policy in the midst of a total war resulted in miscalculations and mistakes, but these did not add up to a policy consciously designed to dupe the Arabs. The history of British-Arab relations from 1914-1918 was one of discussions and correspondence of both an official and an unofficial nature resulting in a mutual commitment the extent of which was never fully realized by either side at the outset"--Abstract.
