Borders offer opportunities as well as restrictions, and in the Horn of Africa they are used as economic, political, identity and status resources by borderland peoples. State borders are more than barriers. They structure social, economic and political spaces and as such provide opportunities as well as obstacles for the communities straddling both sides of the border. This book deals with the conduits and opportunities of state borders in the Horn of Africa, and investigates how the people living there exploit state borders through various strategies. This book traces the history of early seventeenth-century Portuguese Sephardic traders who settled in two communities on Senegal's Petite Côte. There, they lived as public Jews, under the spiritual guidance of a rabbi sent to them by the newly established Portuguese Jewish community in Amsterdam. In Senegal, the Jews were protected from agents of the Inquisition by local Muslim rulers. The Petite Côte communities included several Jews of mixed Portuguese-African heritage as well as African wives, offspring, and servants. The blade weapons trade was an important part of their commercial activities. These merchants participated marginally in the slave trade but fully in the arms trade, illegally supplying West African markets with swords. This blade weapons trade depended on artisans and merchants based in Morocco, Lisbon, and northern Europe and affected warfare in the Sahel and along the Upper Guinea Coast. After members of these communities moved to the United Provinces around 1620, they had a profound influence on relations between black and white Jews in Amsterdam. The study not only discovers previously unknown Jewish communities but by doing so offers a reinterpretation of the dynamics and processes of identity construction throughout the Atlantic world.

The most recent Ebola epidemic that began in late 2013 alerted the entire world to the gaps in infectious disease emergency preparedness and response. The regional outbreak that progressed to a significant public health emergency of international concern (PHEIC) in a matter of months killed 11,310 and infected more than 28,616. While this outbreak bears some unique distinctions to past outbreaks, many characteristics remain the same and contributed to tragic loss of human life and unnecessary expenditure of capital: insufficient knowledge of the disease, its reservoirs, and its transmission; delayed prevention efforts and treatment; poor control of the disease in hospital settings; and inadequate community and international responses. Recognizing the opportunity to learn from the countless lessons of this epidemic, the National Academies of Sciences, Engineering, and Medicine convened a workshop in March 2015 to discuss the challenges to successful outbreak responses at the scientific, clinical, and global health levels. Workshop participants explored the epidemic from multiple perspectives, identified important questions about Ebola that remained unanswered, and sought to apply this understanding to the broad challenges posed by Ebola and other emerging pathogens, to prevent the international community from being taken by surprise once again in the face of these threats. This publication summarizes the presentations and discussions from the workshop.
