Health security is dependent on many factors such as: individual government policies and regulations; budgets; management systems; and the collection, analysis, use, and protection of data. Telemedicine has the potential to change how healthcare is delivered around the world, and has developed to the point where it is possible for its use to become commonplace. The questions are, however, whether and how the use of telemedicine will improve health security in Southeast Europe. This book presents papers from the NATO Advanced Research Workshop (ARW) on Benchmarking Telemedicine: Improving Health Security in the Balkans, held in Skopje, Macedonia, in November 2016. The aim of the workshop was to bring together people from a wide range of sectors within the telemedicine community with representatives of NATO Member and Partner countries to share information and develop solutions to health security issues. Participants addressed issues such as cyber security for the implementation of telemedicine; healthcare capabilities of deployed and local medical equipment; learning methods; information sharing among local professionals; prevention and control of infectious diseases; best practices of telemedicine among NATO Member and Partner countries; integration of telemedicine across regions and borders; and telemedicine implementation. There is no European Union health system but there is an EU health policy. The EU affects the health of its citizens, the health of people around the world, and the operation and finance of its Member States' healthcare systems in many ways, mostly for the better, and often in ways that are poorly understood. This book, a completely revised second edition of our previous volume on the subject, maps out the nature of EU health policies, their logic and reason for being, and their potential to affect the health of Europeans for the better. It is written in the belief that understanding the breadth and diversity of EU health policies, and the distinctive institutional structure that explains them, will improve our collective abilities to make policy for health in any sphere, from food to healthcare services and from occupational safety to international trade. Above all, we hope that this book makes it impossible to deny the scale and often indirect and positive impact of EU health policy. EU health policies extend far beyond the Public Health Article 168, from the environmental, social policy and consumer protection policies discussed alongside it in chapter 3, to the extensive internal market laws that have made so much beneficial EU regulatory policy, discussed in chapter 4, to the ambitious fiscal governance agenda discussed in chapter 5, which has increasingly developed a health focus. Across a broad sweep of policies from RescEU's civil protection to the regulation of pharmacies, the EU is omnipresent in health and health policy. It should be understood as such. Because Pontecorvo was known to be an expert working for the UK Atomic Energy Research Establishment, this raised immediate concern for the safety of atomic secrets, especially when it became known in the following months that he had defected to the Soviet Union. From East to West, the economies of Europe and Central Asia (ECA) are not taking full advantage of the internet to foster economic growth and job creation. The residents of Central Asia and the South Caucasus pay some of the highest prices in the world for internet connections that are slow and unreliable. In contrast, Europe enjoys some of the world’s fastest and affordable internet services. However, its firms and individuals are not fully exploiting the internet to achieve higher productivity growth as well as more and better jobs. Reaping Digital Dividends investigates the barriers that are holding back the broader adoption of the internet in ECA. The report identifies the main bottlenecks and provides policy recommendations tailored to economies at varying levels of digital development. It concludes that policies to increase internet access are necessary but not sufficient. Policies to foster competition, international trade and skills supply, as well as adapting regulations to the changing business environment and labor markets, will also be necessary. Roughly half of all deaths in the United States are linked to behavioral and social factors. The leading causes of preventable death and disease in the United States are smoking, sedentary lifestyle, along with poor dietary habits, and alcohol consumption. To make measurable improvements in the health of Americans, physicians must be equipped with the knowledge and skills from the behavioral and social sciences needed to recognize, understand, and effectively respond to patients as individuals, not just to their symptoms. What are medical schools teaching students about the behavioral and social sciences? In the report, the committee concluded that there is inadequate information available to sufficiently describe behavioral and social science curriculum content, teaching techniques, and assessment methodologies in U.S. medical schools and recommends development of a new national behavioral and social science database. The committee also recommended that the National Board of Medical Examiners ensure that the U.S. Medical Licensing Examination adequately cover the behavioral and social science subject matter recommended in this report.
