Watershed analysis is the primary tool for generating information to implement ecosystem management as directed in the Northwest Forest Plan and the Medford District Resource Management Plan. The Upper Bear Creek Watershed Analysis describes conditions and interrelationships of ecosystem components for the Upper Bear Creek Watershed Analysis Area. The analysis focuses on issues and key questions that are most relevant to the management questions, human values, and resource conditions within the analysis area. Management objectives and recommendations for Bureau of Land Management (BLM)-administered lands are prioritized based on conclusions reached through the analysis. The watershed analysis formulates an overall landscape plan for BLM-administered lands and recognizes the inventory, monitoring, and research needs for the analysis area. The Upper Bear Creek Watershed Analysis was prepared by an interdisciplinary team of resource professionals and specialists from the BLM Ashland Resource Area and Medford District Staff. The watershed analysis team followed the six-step process outlined in the Ecosystem Analysis at the Watershed Scale, Federal Guide for Watershed Analysis, version 2.2. The six steps or sections included in the Upper Bear Creek Watershed Analysis are: 1) characterization, 2) issues and key questions, 3) current conditions, 4) reference conditions, 5) syntheses and interpretation of information, and 6) recommendations. The Upper Bear Creek Watershed Analysis addresses the entire analysis area and is based on existing information and recent data collection. Where resource information is missing, a data gap is identified. The watershed analysis process is iterative and new information will be used to supplement future versions of the analysis.
