Bangladesh's development progress over the past decades has been remarkable. Bangladesh has been among the fastest growing economies in the world. Economic development has translated into higher living standards and improved social and health outcomes. The next years will determine Bangladesh's longer term development trajectory. The milestones ahead reflect the deep structural transformation of Bangladesh's economy over the past decades, but also serve as a reminder that further transformation will be required for a prosperous future. Sustaining fast growth and addressing these global challenges will require overcoming three critical growth constraint. This report explores these constraints and proposes actionable reforms to sustain development. It is expected to inform the public and help the authorities design policies to achieve the goals set out in the eighth five year plan and Bangladesh vision 2041. The report focuses on three growth constraints: (i) diversifying exports and increasing competitiveness to reach the next development stage through export-led growth; (ii) mobilizing domestic and international savings to channel them toward productive investment; and (iii) upgrading urban areas, unleashing secondary cities, and improving connectivity to sustain structural transformation and increase productivity. In addition, the implications of digital development and climate change are explored as crosscutting themes across the three topics.

Agriculture has been Paraguay's main source of growth since colonial times. Agricultural exports continue to be a major determinant of the rhythm of growth. New sources of growth (commerce, tourism, and construction) were developed in the 1960s. In the 1970s, growth accelerated sharply, with the growth of the agricultural frontier, and more importantly, the construction of Itaipu dam. The sale of surplus hydro-power from Itaipu, and from Yacireta when it is completed, will benefit Paraguay for years to come. The new government has taken a number of strong actions to restore stability, including improving public finances, bringing down inflation, unifying and liberalizing the exchange rate, freeing many interest rates, and initiating a tax reform. A number of structural changes that would continue to contribute towards these goals are advanced in this report. Shifts in agricultural policy to promote a more intensive pattern of development and continued investment in and maintenance of transport infrastructure are essential. Changes in financial sector regulation to reduce the artificial barriers between institutions and to improve financial supervision need attention. Reduction and unification of tariffs, improvements in management of privatizations and joint ventures, and tax reform that lowers rates to collectible levels will prepare Paraguay for the signed MERCOSUR treaty.

The performance of labor markets is important both for the smooth functioning of the economy, and in providing accurate signals about labor supply and demand to the education and training sector. This examination of Bank country economic and sector reports from 1985-90 finds increasing attention to labor market issues over time. Wages and unemployment are the issues most often and most thoroughly treated in economic reports. Issues are treated most often and comprehensively in rapidly-growing countries with high levels of human resource development (high primary enrollment rates). While the Bank has given attention to labor market issues in the analysis of country economic and education sector reports, these issues have not been accorded priority in the policy dialogue with governments. The best predictor of attention to labor market issues in the policy dialogue is through analysis. More attention to labor markets early in the Bank-country dialogue will help build support for politically-sensitive labor market reforms and lead to better integration of labor market issues into the policy dialogue.

This study investigates the extent and character of trade reform in 32 countries in South Asia, East Asia, Africa, and Latin America.
