Book Description
The push towards greater autonomy is one of the three main trends in every modern educational policy, alongside quality assurance and quality evaluation techniques and the need to devote attention to special — and often disadvantaged — target groups. It is, however, difficult to derive a unified concept of `autonomy’ from the comparative indicators which are published on a regular basis and it has emerged that there are significant differences depending on the specific area and the administrative organisation of education in the country in question. During the discussions of the annual Congress of the European Association for Education Law and Policy (ELA) in Salzburg (1998) it was apparent that autonomy has to be considered in its various applications. Autonomy for school boards is realised through management, administrative mechanisms, management of staff and pedagogical options. Autonomy of administration requires competence, the willingness to establish an autonomous administration and awareness of each party’s responsibility in the educational process. The contents of this Yearbook are an answer to the question of how legislatures are responding to the trend towards greater responsibility, decentralisation and autonomy. It is an overview of the efforts made by the Member States of the European Union to apply the principle of subsidiarity.

Book Description
Social and Political Transitions During the Left Turn in Latin America provides fourteen contributions to understand, from a multidisciplinary perspective, processes of socio-political reconfigurations in the region from the early 2000s to the mid-2010s. The Left Turn was the regional shift to left-of-center governments and social movements that sought to replace the neoliberal policies of the 1990s. This volume aims to answer the overarching research question: how do state and societal (national and transnational) actors trigger and shape processes of political and socio-economic transitions in Latin America from the rise to the decline of the Left Turn. The book presents case studies in which transitions are moments of change and uncertainty, which one cannot predict their definitive outcomes. The various case studies presented in the book place actors and processes in specific historical and socio-political contexts, which are influenced directly or indirectly by the historical trajectory of Latin America’s Left Turn. This book is essential reading for students and scholars of Social and Political History, Latin American History, and those interested in the social and political developments in Latin America more broadly.

Book Description
Nations with strong research universities are better able to compete in the international marketplace of ideas and innovation. Any country—especially in the developing world—striving to participate in the global knowledge economy must recognize the power of such institutions to transform society. In World Class Worldwide, analysts from developing and middle-income countries in Asia and Latin America explore their countries’ specific challenges in providing “world class” higher education. Philip G. Altbach, Jorge Balán, and their contributors combine current scholarship and practical experience in presenting a comprehensive discussion of the significant issues facing research universities in Mexico, China, India, and elsewhere. They address the special challenges of establishing and maintaining these institutions; the role of information technology; how research universities train leaders and foster scientific innovation; and the extent to which the private sector can and should be involved in funding and development.

Book Description
Chávez shows instead how peasant intellectuals acted as political catalysts among their own communities first, particularly in the region of Chalatenango, laying the groundwork for the peasant movements that were to come. In this way, he contends, the Salvadoran insurgency emerged in a dialogue between urban and peasant intellectuals working together to create and execute a common revolutionary strategy ... one that drew on cultures of resistance deeply rooted in the country's history, poetry, and religion. Focusing on this cross-pollination, this book introduces the idea that a 'pedagogy of revolution' originated in this historical alliance between urban and peasant, making use of secular and Catholic pedagogies such as radio schools, literacy programs, and rural cooperatives. This pedagogy became more and more radicalized over time as it pushed back against the increasingly repressive structures of 1970s El Salvador.

Book Description
Is academic freedom threatened? The book examines current challenges to academic freedom in Europe, focusing mainly on Italy and Germany. The cases discussed demonstrate that research and teaching are under pressure in European democracies: in Hungary and Poland due to political constraints, in other countries due to societal expectations. Considering different interrelated aspects, the four parts of the book explore many real and potential threats to universities, scientific institutions and researchers, ranging from the European dimension of freedom of the arts and sciences to comparative analysis of emerging challenges to academic freedom against the backdrop of the COVID-19 pandemic. They highlight threats to university autonomy from the economic orientation of university governance, which emphasizes efficiency, competition, and external evaluation, and from new rules concerning trigger warnings, speech restrictions, and ethics commissions. Detailed study of these complex threats is intended to stimulate scholarly reflection and elicit serious discussion at European and national level. The volume contributes to the search for a new role of universities and scientific institutions and is addressed to academics and political stakeholders.

Book Description

Book Description
Collects more than sixty foundational documents from student protest from the frontlines of revolutionFew people know that student protest emerged in Latin America decades before the infamous student movements of Western Europe and the U.S. in the 1960s. Even fewer people know that Central American university students authored colonial agendas and anti-colonial critiques. In fact, Central American students were key actors in shaping ideas of nation, empire, and global exchange. Bridging a half-century of student protest from 1929 to 1983, this source reader contains more than sixty texts from Guatemala, Nicaragua, Honduras, El Salvador, and Costa Rica, including editorials, speeches, manifestos, letters, and pamphlets. Available for the first time in English, these rich texts help scholars and popular audiences alike to rethink their preconceptions of student protest and revolution. The texts also illuminate key issues confronting social movements today: global capitalism, dispossession, privatization, development, and state violence.Key FeaturesMakes available for the first time to English-language readers a diverse archive of more than sixty foundational documents and ephemera accompanied by an introduction, section introductions and further readingExpands the geographic scope of anti-colonial movement scholarship by presenting anti-colonial thought in the most contentious decades of the 20th century from a region peripheral even within anti-colonial and postcolonial studiesAdvances anti-colonial and postcolonial studies by taking urban students as critical actors and so recasting thematics of the peasantry, the rural/urban divide, and religionSuggests a new social movement chronology beyond the so-called Global 1968,"e; or the common notion that student movements peaked in May 1968 in Paris, New York City, Berkeley, and Mexico City"e;

Book Description
This bibliography brings together in one comprehensive volume citations of books, dissertations, theses, and ERIC microfiche relating to the history of specific institutions of higher education worldwide. All types of postsecondary institutions--two years colleges, liberal arts colleges, seminaries, specialized institutions, and universities--are included. Entries include the following elements when available: author/editor, title, place of publication, publisher, publication date, and number of pages. Citations from 85 countries are included. Entries are by country, dependency, and territory. The United States has been further divided by state. Names of institutions are in English. References are in the language in which they were written. The majority of the citations should be available in a library somewhere in the United States. Obscure sources that may be difficult to obtain have been included because they are often the only citation. All editions of a title as well as older works are included because of their potential value to a researcher. The book should be a part of all college, university, and large public library collections. College of Education faculty members specializing in higher or comparative education will find much of value here.
